정부지원정책과 교육훈련제도가 소기업 만족도 및 성과에 미치는 영향: 현업적용도와 다중집단분석을 중심으로 (The Effect of Government Support Policies and Education and Training Systems on Satisfaction and Performance of Small Sized Enterprises: Focused on Perceptual Transfer of Education Training and Multi-)

초록

본 연구는 경제선순환과 고용에서 큰 역할을 담당하고 있는 소기업들의 생존을 지원하고자 하는 목적으로 실시되었다. 이러한 작은기업들은 정보력과 잉여역량의 부족으로 거시적 충격때마다 잦은 도산과 창업을 반복하는 실정이다. 따라서 작은기업들의 역량을 보완해주는 중소기업벤처부의 지원정책과 사업들의 현재와 개선점들을 모색해보고 그를 통한 정책내실화를 돕고자 실시되었다.
이를 위해 전국의 소기업, 소상공인들을 대상으로 284개의 설문을 회수하여 AMOS로 구조방정식모형과 지원횟수를 조절변수로 한 다중집단분석을 실시하였다. 이 분석의 결과를 통해 소기업들이 정부로부터 지원받는 인력의 질적측면등을 포함한 비재무적 측면과 직접적으로 재원을 투입하는 재무적 측면에서의 지원이 각각 소기업이 느끼는 성과와 정책만족도에 어떠한 영향을 주는지 파악하고자 하였다.
분석결과, 소기업들은 재무적지원보다 인적자원측면의 지원에서 만족감과 성과향상을 인지하지만, 지원수혜의 횟수가 늘어나면 인적지원측면보다 재무적지원의 측면을 더욱 고려한다는 집단간 차이에 근거한 조절효과가 확인되었다.
이는 소기업의 정부지원을 받고 성장하면서 그들이 필요로 하는 지원요소가 달라질 수 있다는 것을 보여주며, 기업의 생애주기적 측면에서 지원사업의 효과를 논의할 필요가 있음을 말해준다.

영어초록

The purpose of this study is to support the survival of small enterprises, which play a major role in economic virtuous circle and employment. Because these small enterprises are lacking in their information capabilities and surplus competencies, they tend to repeat frequent bankruptcies and start-ups due to macroeconomic shocks. So, the concrete purpose of this study is to explore the current status and improvements of support policies and projects by the Ministry of SMEs and Startups for complementing small enterprises’ competencies, and so help the internal reinforcement of such policies. For these purposes, this study collected 284 copies of its questionnaire over the subjects of nationwide small enterprises and small businesses, for which this study analyzed structural equation modeling through AMOS, as well as performed multi-group analysis with the frequency of supports as its moderating variable. Through such analysis, this study examined how non-financial supports (including the qualitative aspect of workforce with which the government assisted small enterprises) and financial supports (providing finance and fund directly) affected performance and policy satisfaction which small enterprises perceived.
According to the results of this study, although small enterprises perceived satisfaction and performance enhancement with human support rather than financial support, they relied on financial support rather than human support as the frequency of support benefits increased, which confirmed moderating effects based on the differences between groups.
These research results show that small enterprises’ needs for support elements can be changed as they grew by government supports and it is necessary to discuss the effects of support projects in the aspect of corporate life cycles.
