지방자치단체장의 정치적 요인이 지방채 발행에 미치는 영향에 대한 연구 (A Study on the Effect of Political Factors of Local Governments on the Issuance of Local Government Bonds)

초록

최근 복지수요의 증가로 각 지방자치단체의 재정 압박이 심화되고 있다. 이러한 상황에서 지방채 발행에 대한 연구는 지속적으로 이루어지고 있으나 대다수의 연구에서는 주로 지방자치제도, 지방채발행 총액한도제 등 제도적 요인에 초점을 맞추어 왔다는 한계점이 있다. 즉, 지방채 발행에 있어 발행계획안을 수립하는 지방자치단체장의 역할에 대해서는 도외시한 것이다.
이에 본 논문은 전국 226개 시･군･구의 2005년부터 2015년까지 11년에 걸친 지방채 발행잔액 자료를 이용하여 지방채 발행의 영향 요인을 지방자치단체장의 정치적 요인에 초점을 두어 실증적인 근거를 제시해 보고자 하였다. 패널데이터 분석에 활용되는 고정효과모형(fixed-effect model)과 확률효과모형(random-effect model) 중에서 하우스만 검정(Hausman test)을 통해 적합한 모형으로 추정된 고정효과모형을 선택하여 분석하였다.
종속변수는 지방채 발행잔액에 자연로그를 취한 값이다. 이를 토대로 분석한 결과 지자체장이 야당 소속일 경우, 지자체장이 정치인 출신일 경우 발행잔액에 정(+)의 영향을 미치는 것으로 나타났다.
재정적 요인은 지방채 발행잔액에 유의미한 영향을 미치지 않는 것으로 나타났다. 정치적 요인인 선거유무는 지방채 발행잔액에 부(-)의 영향을 미치는 것으로 나타난 반면, 지역주의는 정(+)의 영향을 미치는 것으로 나타났다. 마지막으로 환경적 요인에서 중기지방재정계획에 지방채 발행 대상사업을 포함하도록 한 「지방재정법」 개정은 지방채 발행잔액에 부(-)의 방향으로 영향을 미치는 것으로 나타났다.

영어초록

As the welfare demand has increased in recent years, the financial pressure of each local government has intensified. In this situation, the study on the issuance of local government bonds has been continued. However, there is a limit in most studies because they are mainly focusing on institutional factors such as the local autonomy system and limit on total amount of local government bonds issued. In other words, the role of the heads of local governments in establishing the issuance plan of the local government bonds has been ignored.
The purpose of this paper is to present empirical evidence for factors affecting issuance of local government bonds by focusing on the political factors of the heads of local governments by using 11 years of local government bonds issuance balance data from 2005 to 2015 which are belonged to 226 cities, counties and districts in the whole country. Between the fixed-effect model and the random-effect model, which is used for panel data analysis, the fixed-effect model was estimated as a suitable model through the Hausman test and therefore selected.
The dependent variable is the local government bonds issuance balance. Based on this, the analysis results showed that the local government bonds issuance balance is positively affected when the affiliation party of the heads of local governments is the same with the mayors and provincial governors which are the upper government and the seniority of the heads of governments is high. On the other hand, if the head of local government used to be a government official, the local government bonds are issued conservatively and therefore it negatively affects the local government bonds issuance balance.
In social and economic factors, the debt-to-budget ratio and the allocation of the grants-in-aid per capita have a positive effect on the local government bonds issuance balance and the allocation of the local subsidy tax per capita has a negative effect. The regionalism, a political factor, and the institutional factor to include projects subject to the issuance of the local government bonds in the mid-term local financial plan affect the local government bonds issuance balance in negative direction.
