초록

본 논문은 제6차 핵실험이후 북한의 군사정책 변화전망과 한국의 대응을 분석하기 위한 것이다. 이를 위해 제6차 핵실험의 의도와 핵능력 평가, 북한의 군사정책 기조와 군사전략, 향후 북한의 군사정책의 변화전망, 북한핵에 대한 우리의 군사적 대응방안을 살펴본 후 결론을 도출해 본 것이다. 북한의 국가·당·군의 목표는 ‘전 한반도 공산화’이고, 핵무기는 이를 달성하는 매우 효과적인 수단이다. 제6차 핵실험의 의도는 기술적·군사적·정치적 의도를 함축하고 있다. 북한은 조만간 미 본토 위협을 통해 주한미군철수를 주장하고 대남전략목표를 구현하려 할 것이다. 북한의 대남군사정책의 기조는 대남군사우위·속전속결전과 이를 통한 한반도 무력적화통일전략이다. 북한 내부모순에 의한 붕괴 등과 같은 이변이 없는 한 대남전략은 불변할 것으로 전망된다. 향후 북한은 핵·미사일전력의 증강·배치, 주한미군철수압박 및 대남무력도발을 증대할 것으로 우려된다. 우리는 독자적인 핵개발보다는 한미동맹조약의 보강, 미국의 전술핵무기의 재배치 및 북핵 억제·무력화를 위한 한국형 3축체계’를 구축하여 대응해 나가야 한다. 우리군은 북한핵억제와 평화통일을 뒷받침할 수 있는 튼튼한 국방력을 구축해 나가야 할 것이다.

영어초록

This paper is to analyze the prospects for North Korean military policy changes after the sixth nuclear test and the ROK’s response. To this end, the paper is composed of 6 chapters titled introduction; the intention of North Korea’s 6th nuclear test and the evaluation of its nuclear capability; the basic objective of military policy in North Korea and its military strategy; future prospect of North Korean military policy changes; the ROK’s military response to the North Korean nuclear weapons; and conclusion. The goal of the state, the party, and the army is ‘to communize the entire Korean Peninsula’ in North Korea, and nuclear weapons are a very effective means of achieving this. The intent of the sixth nuclear test implies technical, military and political intentions. In the near future, North Korea will insist on withdrawing the USFK through the US nuclear threat and try to implement its strategic goals. North Korea’s basic objectives of military policy toward South Korea is to gain military superiority to South Korea, blitzkrieg, and reunification strategy of communism on the Korean peninsula by military force. North Korea's communist strategy toward South Korea is unlikely to be unchanged unless there is a reversal such as collapse by internal contradictions. In the future, North Korea is concerned that it will increase and deploy nuclear and missile power, push the withdrawal of US forces in Korea, and increase the provocation of military force in South Korea. Instead of developing our own nuclear weapons, we should reinforce the ROK-US alliance treaty, actively review the US relocation of tactical nuclear weapons, and build a Korean three-axis system deter and neutralize the North Korean nuclear weapons. Our military should build a strong defense force capable of deterring and neutralizing North Korean nuclear weapons and supporting peaceful reunification.
