초록

본 논문의 연구목적은 제2차 남북정상회담 이후 한반도 평화의 조건을 규명하는 데 있다. 연구 결과는 다음과 같이 요약될 수 있다.
첫째, 제2차 남북정상회담의 주요 성과는 남북관계에서 평화와 경제의 선순환적 구조 창출, 남북간 안보 논의에 있어서 새로운 장의 개막, 남북대화와 6자회담의 선순환 관계 입증, 남북경협의 양적․질적 발전 토대 마련과 상호 경제적 이익의 추구 및 남북경제공동체의 건설에 대한 탄력제공, 남북관계의 실질적 제도화 기회 제공 등이다. 그에 따른 한반도 평화의 과제는 10.4선언의 ①항, ②항, ③항, ④항, ⑤항, ⑦항 등의 이행 문제와 긴밀히 연관되어 있다.
둘째, 한반도의 평화는 평화체제 수립(남북 평화협정의 체결․ 군비축소․국제적 보장), 남북 경제공동체의 형성, 민주주의의 정착, 평화교육(비폭력․관용․공존) 차원에서 접근해야 한다.
셋째, 평화문화는 남과 북이 폭력을 용인하는 문화에서 폭력을 부정하는 문화를 정착시키는 것, 전쟁이 인간의 마음에서 비롯되듯이 평화도 인간의 내적 변화를 통해 달성할 수 있다는 인식을 공유하는 것, 남과 북이 비폭력․관용․공존을 위한 구체적인 프로그램과 함께 공교육뿐만 아니라 다양한 집단을 위한 성인교육까지를 포함시키는 평화교육의 실행에 적극 나설 때 가능하다.
넷째, 한반도 평화문화의 실천과제로는 현재의 남북한 관계가 긴장완화와 대결의 반복되는 불안정한 상태일 뿐만 아니라 군사적 긴장도 해소되지 않고 있다는 점, 북한의 핵개발․보유 문제, 6자회담의 개최 이후 지금까지 미국과 북한의 갈등구조, 북한과 일본 간의 문제, 북한의 경제위기문제, 그밖에 한반도를 중심으로 주변국가 간 적대 관계 등이 지적되었다.

The Conditions of the Korean Peninsula's Peace after the Second Summit Meeting
of North and South Korea

The purpose of this paper is to analyze the conditions of the Korean Peninsula's peace after the second summit meeting of North and South Korea. The results of this paper are as below.
First, the second summit meeting between two Koreas gave positive impacts on the North and South Korean relationship by creating a virtuous circle of peace and economy, an opening a new field of peace and security, verifying the virtuous circle between the six party talks and North-South dialogues, building for foundation of quantitative and qualitative development of economic cooperation, providing a dynamics for building of economic community between North and South, providing an opportunity for substantial institutionalization between two Koreas. The peace of Korean peninsula, however, is closely related with the implementation of '10.4 declaration.'
But the opinions of South Koreans have divided into two about the summit meeting and the 10.4 Declaration, namely they express very positive or negative attitudes toward it. Here are the main issues; Unification of the Korean peninsula, Northern Limit Line(NLL), the repatriation of abductees and prisoners of war believed to be still alive in North Korea, the social costs of the financial support for North Korea, the nuclear renunciation of North Korea, the tripartite or quadripartite abrogation of cease-fire agreement and the conclusion of peace agreement in the Korean peninsula etc.
Second, the conditions of the Korean Peninsula's peace after the second North-South summit identified into the 4 dimensions by the establishment of the inter-Korean peace system, the building of an inter-Korean economic community, the settlement of the liberal democracy, and carrying out of the peace education.
Third, the directions to create the peace culture are to focus on ensuring the end of the military showdown, the actualization of the peace education, the complete dismantlement of the remaining Cold War structure in the Korean peninsula.
Fourth, the practical tasks to create the peace culture in the Korean peninsula are pinpointed as the serious problems in the unstable state of armistice and military tension of two Koreas, the unsolved problems of the North Korean nuclear issue, the problems of ceaseless hostility between Pyongyang and Washington after the opening of the six-party talks, the problems of the repeated hostilities between North Korea and Japan, the problems of the North Korea's worsening economic crisis, and the new growing issues of the serious conflicts between the Korean peninsula's neighboring countries, etc.
