사회복지 일선관료의 내재적 동기에 미치는 제도적 재량권의 영향: 직위에 따른 차이를 중심으로 (The Influence of Institutional Discretion on Street-level Social Welfare Bureaucrats’ Intrinsic Motivation: Focusing on Differences by Organizational Position)

초록

사회복지 정책 과정에서 일선관료의 재량권은 정책 성과와 복지수혜자에 대한 직접적인 영향과 관련하여 중요하게다루어져 왔다. 그러나 지금까지의 선행연구는 일선관료에게 재량을 부여하는 법제와 재량행위 현상 자체에 집중함으로써, 그에 대한 실증적 연구까지 나아가지 못하였다. 따라서 본 연구는 제도에서 부여하는 의도적인 권력 및 권한으로서제도적 재량권을 정의하고 그 변화가 사회복지 일선관료에게 미치는 영향을 자기결정이론에 따라 분석하고자 하였다.
분석 결과, 제도적 재량권의 확대는 사회복지 일선관료의 내재적 동기에 정(+)의 방향으로 통계적으로 유의한 영향을미치는 것으로 나타났으며 직위가 낮아질수록 긍정적 영향이 감소하는 것으로 나타났다. 본 연구는 사회복지 정책 과정의 특수성과 관료제적 조직의 특성으로 인해 민간 사회복지 일선관료도 제도적 재량권의 차별적 영향을 받는다는 결과를 도출하였으며, 이에 근거하여 사회복지 정책 전달 과정의 효과성 및 효율성의 개선을 위한 정책적 함의를 제시하였다.

영어초록

The discretion of street-level bureaucrats is an important topic in the social welfare policy process because it has a direct impact on policy outcomes and the lives of citizens. While previous studies have focused on the phenomenon of discretionary behavior itself, they implicitly assumed institutional characteristics without engaging in empirical research or discussion. As such, the purpose of this study is to discuss institutional discretion, which is the discretion that the national government intentionally grants to front-line social welfare officials, as well as to analyze how changes in institutional discretion affect front-line social welfare officials. Specifically, this study examines the influence of position on the intrinsic motivation of front-line social welfare bureaucrats, and examines whether position has a moderating effect. According to the results, increasing agency discretion resulted in an increase in the intrinsic motivation of street-level social workers. Further, one’s organizational position plays a moderating role. As compared to other positions (chief, senior, middle, and entry-level managers), street-level staff have the lowest positive impact of institutional discretion on intrinsic motivation. Specifically, self-determination satisfaction is lowest for frontline staff, followed by middle managers and entry-level managers, who are similarly low when compared to senior managers. There was the lowest level of accountability satisfaction among frontline employees, followed by entry-level managers, and then middle management. It was concluded from this study that institutional discretion affects social welfare policy differently based on the specific characteristics of the policy process and the characteristics of the bureaucratic organization affecting frontline bureaucrats. As a result of our analysis, we make several recommendations for improving the efficiency and effectiveness of the delivery of social assistance programs.
