국제이주ㆍ다문화연구의 동향과 전망 (Research trends in international migration and multicultural studies in S. Korea)

초록

본 논문의 목표는 국제이주와 다문화란 주제로 국내 학계 및 [한국사회학] 저널 등에 출판된 연구들의 동향을 살펴보고, 이를 바탕으로 ‘한국 사회학의 미래’를 조망하려는 것이다. 국내 사회학의 역사는 해방 후 또는 1960년대로 거슬러 올라가지만, 국제이주와 다문화란 주제가 대두된 것은 1990년대부터이다. 1990년대 초 외국인노동자 유입에 대한 찬반 논란부터, 그 이후 외국인노동자에 대한 실태조사, 그리고 2004년 고용허가제로의 변화 등에 있어서 사회학 및 사회학자의 기여는 중요하였다. 그러나 2006년 이후 정부의 결혼이민자에 대한 지원정책이 급증하자 여러 학문분야에서 소위 ‘다문화’관련 연구가 급증하게 되면서, 사회학의 상대적인 기여는 초기에 비해 상당히 축소된 실정이다. 한편 최근 학령인구의 감소로 대학도 신자유주의적 구조조정 위험에 직면하여 인문학은 물론 사회학도 큰 위기에 처해 있다. 이에 사회학 학문의 위기 극복을 위한 노력의 하나로 국제이주와 다문화 관련 연구에서 사회학이 기여할 수 있는 부분을 적극 발굴할 필요가 있다. 특히 국제이주는 사회변동에 큰 영향을 미치고 있으므로 사회동학을 중요하게 다루어 왔던 사회학이 국제이주가 야기하는 사회변동에 큰 관심을 보여야 하며, 현재 지나치게 결혼이민자에 초점을 맞춘 왜곡된 국내 다문화연구를 보편적인 차원의 문화다양성 및 문화적 다원주의 연구로 전환시키는데 사회학이 더욱 주도적으로 관여해야 할 것이다. 나아가 한국 사회가 지향할 연대와 통합의 원칙 모색에 사회학의 기여를 기대해 본다.

영어초록

The goals of this paper are twofold: the first being the review of research trends in international migration and multicultural studies in South Korea, the other being the illustration of how sociology can contribute to the depth and variety of the research. While the history of sociology as a discipline in Korea goes back to 1945, it is a relatively recent occurrence that themes in international migration and multicultural studies have emerged in S. Korea. After a significant number of foreign workers began to arrive in Korea in the late 1980s, some sociologists started to initiate research from the early 1990s which included debates on the pros and cons of the migration, surveys of foreign workers and, more recently, the immigration policy shift from the Industrial Trainee Program to the Employment Permit Program in 2004. However, as governmental support policies and programs have been increasing for marriage migrants (most of them being foreign spouses of Korean men) since 2006, the number of studies on marriage migrants and their families has simultaneously grown significantly in other academic fields, and the relative contribution of sociology seems to have been reduced when compared to the earlier period. Due to the recent decline in the population of college-age students, universities have been faced with a risk of neo-liberal restructuring. This risk is particularly harsh in the humanities fields, including sociology. In an effort to overcome this crisis, this paper will suggest that sociology should contribute more to the depth and diversity of the research. Since sociology has the strength to explain and explore the social dynamics of social transformation, it should have more interest in the social changes which are being posed by international migration. Sociologists should be the leaders in the drive to expand the current narrow focus on foreign spouses and their families, towards the broader topics of cultural diversity and social pluralism. Sociology can contribute to an exploration of the principles of social solidarity and inclusion in a future Korean society.
