초록

본 연구는 충청북도 공무원을 중심으로 한 지방자치단체의 개방형직위제에 관한 인식조사를 실증적으로 연구하여 제도적인 측면과 운영적인 측면을 구분하여 발전방안을 제시하였다. 연구방법은 인구특성별로 집단간 평균비교분석(T-test, ANOVA)을 실시하여 인식차이를 조사하였다. 법·제도적인 측면에서는 개방형직위는 현직공무원 및 공무원출신은 배제하고 민간부문에서의 전문경력 및 능력에 맞게 처우해 줄 수 있는 급여제도 및 신분보장책 마련 등이 선행되어야 할 것이다. 운영비율도 점차 확대하여 유능한 인재를 공직에 흡수하여 경쟁력을 제고 할 필요가 있다. 운영적인 측면에서는 개방형직위제가 제도목적대로 시행․정착되기 위해서는 단체장의 의식이 가장 중요하며, 선발시험위원은 가급적 공무원은 배제하고 민간위원만으로 구성해야 공정하게 운영할 수 있을 것이다. 또한 민간인 임용자에 대한 인사관리는 임용 전․후에 공직적응과 원활한 직무수행이 가능하도록 체계적인 지원이 강화되어야 할 것이다. 개방형직위제의 실시효과를 위해 공무원 및 공무원출신 배제하고 민간부문의 우수인재를 선발해야 할 것이다. 민간부문의 유능한 인재를 지속적으로 영입하기 위한 대우사항, 신분안정책 등 정책적 함의가 있다.

영어초록

This research provides a statistical analysis on a survey which was conducted for civil servants working for Chungcheongbuk-do on the perception of the civil servant open recruitment system (“System”) operated by local autonomous organizations, and suggests the ways to develop the System in terms of the System’s institutional design and operational aspect respectively. An analysis on the comparison among groups’ means by group characteristic (T-test, ANOVA analysis) was conducted to investigate the differences in perception among groups. In terms of legal and institutional aspects, the success of the System would require the exclusion of incumbent and former civil servants, and the establishment of the remuneration scheme which provides employment benefits in proportion to the career and capability of civil experts and guarantee of their job security. The System should enhance the public sector’s competiveness by increasing the ratio of open positions to the total civil servant positions and thereby having more civil talents in the sector. In terms of the System’s operational aspects, the mindset of heads of local autonomous organizations plays a major role in the implementation and stabilization of the System in a way the System is originally designed to be operated. The System’s screening committee should be composed of members from the private sector and exclude civil servants to the extent possible to ensure the fair operation of the System. Furthermore, more systematic support should be provided for the human resource management of civil servants recruited from the private sector in order to help such civil servants to adapt to the public sector and conduct their duties smoothly. To reap actual effects of the System, incumbent and former civil servants should be excluded to the extent possible and competent talents from the private sector should be selected. This research includes policy measures for retaining civil experts in a stable manner, such as provision of employment benefits and job security guarantee.
