EU의 이민자 사회통합 위기와 통합정책적 시사점 (Immigrant Social Integration Crisis in Europe and its Integration Policy Implications)

초록

본 연구는 EU 국가들이 당면하고 있는 이민자 사회통합의 문제와 사회통합 정책을 분석하고, 향후 한국의 이민자 사회통합 및 다문화 정책의 발전을 위한 시사점을 도출하고자 하였다. 현재 유럽에서 일어난 일련의 이슬람 테러 사건들과 시리아 난민의 유입이 정치적 쟁점이 되면서 유럽 내의 이민자 사회통합의 문제는 유럽 각국의 사회통합 정책에 대한 깊이 있는 검토를 요구한다. 유럽 내에서 그동안 종교적, 문화적 가치의 충돌로 야기된 사회적 갈등이 2008년 국제 금융위기와 2009-2010년 유로존 위기를 겪으면서 가시적으로 표출되었다. 글로벌 경제의 침체, 각국의 긴축재정과 사회 복지의 축소, 취업난과 고용의 불안 등에 의한 내국민의 불안은 이민자들에 대한 반감으로 나타났다. 그러나 반이민정서는 단순한 경제적 요인으로 설명하기 어려운 문화적 가치와 정체성의 충돌이라는 복합적인 요인에 의해 촉발되었다. 경제적 침체나 재정위기에 따른 사회적 문제들은 기존의 종교적, 문화적 가치의 충돌에 따른 반이민정서를 더욱 확산시키는 결과를 초래하였다. 게다가 이슬람 극단주의 세력에 의한 테러는 반이민정서를 더욱 부채질하였다. 반이민정서를 이용하여 각종 선거에서 반이민과 반EU심화를 주창하는 극우정당들이 선전하면서 기존의 반이민정서는 더욱 확산되었다. EU나 유럽 주요 국가들의 사회통합 정책에는 향후 많은 변화가 있을 것으로 예상된다. 일단 시리아 난민문제와 프랑스 연쇄 테러 등과 같은 문제가 야기한 반이민정서의 확산으로 인해 당분간 ‘보수적인’ 사회통합정책 기조로 선회할 것으로 예상된다. 이민유입에 대한 규제를 강화하고, 이민세대들을 대상으로 하는 사회적 규범 가치에 대한 교육을 강화하는 등 예방적인 통합프로그램들을 더욱 강화할 것으로 보인다. EU 각국의 사회통합의 위기 현상은 한국의 이민자 사회통합 및 다문화정책에 중요한 시사점을 준다. 유럽의 경험은 우리에게 ‘선제적인’ 사회통합정책을 통해 다양성을 인정하는 기반위에서 ‘점진적으로’ 한국의 문화적 규범과 가치 그리고 일반적인 삶 속으로 융합될 수 있는 다문화사회로의 전환이 필요하다는 것이다. 향후 한국의 사회통합정책은 그간의 소극적인 통제와 관리 중심의 정책에서 ‘상호이해와 공존’이라는 기본방향 아래 선제적이고 적극적인 정책추진으로 패러다임을 전환할 필요가 있다.

영어초록

This study analyzes that the issue and related policies of immigrant social integration EU member countries are facing and tries to draw out lessons from them for the future immigrant social integration and multi-cultural policies in Korea. These days, as a chain of extreme Islamic terrors in Europe and the flow of Syrian refugees into Europe become a political issue, the issue of immigrant social integration in EU demands a profound reconsideration of each EU member nation's social integration policies. Social conflicts caused by the collision of religious and cultural values in Europe have emerged visibly through the global financial crisis in 2008 and the Euro-zone crisis in 2009 to 2010. Europeans' misgivings with global economic recession, fiscal austerity and reduction of social welfare of each member country, and unemployment problem and unstable job market exploded towards immigrants and refugees. Anti-immigration sentiments have been caused by complicated factors of cultural values and identity conflicts that can't be explained by simple economic matters. Social problems following economic slowdown and financial crisis triggered the spread of the existing conflicts of religious and cultural values. Moreover, terrors of Islamic extremist forces add fuel to the anti-immigrant feelings. As extreme right-wing parties won various elections in Europe by using the anti-immigrant sentiments to contend anti-immigration and anti-EU, the existing anti-immigrant feelings have further spread. It is expected that social integration policies of EU and chief European countries will go through many changes in the future. First of all, 'conservative' social integration policy will take hold for the time being due to Syrian refugee problems and serial terrors in France. Preventive integration programs will be strengthened with regulations on immigrant flow and education of social code of ethics to immigrant generation reinforced. The phenomenon of EU member countries' social integration crisis gives an important hint to social integration and multi-cultural policies in Korea. Such European experiences make us turn to a multi-cultual society 'gradually' by leading 'preemptive' social integration policies on the basis of diversity and introducing Korean cultural code and values into ordinary lives. In the future, Korean social integration policies need to change the paradigm of the existing passive control and management into a preemptive and positive policy drive under the basis direction of 'mutual understanding and coexistence'.
