유럽통합의 경험과 남북연합에의 시사점 (The Experience of European Integration and its Implications to the Inter-Korean Confederation)

초록

본 논문은 국가간 연합의 대표적 사례인 유럽연합의 출범과 발전과정을 ‘경로의존성’개념을 활용하여 분석했다. 유럽과 한반도는 역사적으로나, 정치적으로 많은 차이가 있다. 그렇지만 국가간 통합방식이 갖는 공통점 또한 존재한다고 할 수 있다. 본 논문은 바로 그 점을 경로의존성 개념을 통해서 포착하려고 하였다. 유럽통합의 경로의존적 과정을 통해서 남북통합의 경로를 고민해 보려했다는 것이다.
유럽통합은 세계사적 냉전체제가 형성되는 조건에서 본격화되었다. 이념과 체제가 같은 나라들간의 협력이라는 점에서 남북통합의 조건과는 많이 다르다. 그렇지만 여러 국가들간 치열한 논의와 협상을 거치면서 협력을 도출해 내는 과정은 남북관계에 대해서도 많은 시사점을 준다.
유럽통합은 경제통합, 안보통합, 정치통합을 동시에 추진했다. 그러나 ESCS를 중심으로 한 경제통합 중심의 경로를 선택할 수밖에 없었고, 안보통합과 정치통합은 먼 미래의 일로 미루어졌다. 남북통합의 경로에서도 마찬가지 일이 발생할 수 있다. 그렇지만 남북한간의 신뢰와 협력의 수준이 높아진다면 남북통합은 유럽통합과는 달리 나타날 수 있을 것이다. 한반도핵문제가 해결되면서 경제적, 정치적 통합을 남북연합수준까지 빠르게 추진할 수도 있다는 것이다.
유럽연합의 출범과 발전과정은 남북통합에 또하나의 중요한 시사점을 준다. 국가연합속에서 연방제적 요소를 만들어 내는 시도가 가능하다는 것을 보여줬기 때문이다. 그런 맥락에서 본다면 남한의 통일방안과 북한의 통일방안을 결합시키는 것도 가능할 것이다. 남북연합단계에서 남북연합헌법을 통해 초보적인 연방단계로 나아갈 수 있기 때문이다. 본 논문은 남한과 북한이 궁극적 통일방안을 고집하지 않는다면, 그것이 현실화될 수 있다고 본다. 한반도에 존재하는 두 개의 국가가 평화적으로 공존하면서 협력할 수 있는 통합의 수준이 가능하다는 것이다. 그리고 그것이 통일의 현재적 모습일 수 있다는 것이다.

영어초록

This paper analyzes the process of the launch and development of the European Union, a representative example of the inter-state integration, using the concept of 'path dependence', and there are many historical and political differences between Europe and the Korean Peninsula. However, there are also common points of the inter-state integration method. This paper attempts to capture that point through the concept of path dependence. It is to think about the path of inter-Korean integration through the path-dependent process of European integration.
European integration was fully established under the condition that the Cold War system was formed, and it is very different from the conditions of inter-Korean integration in that the ideology and system are cooperation among the same countries. However, the process of drawing cooperation through intense discussions and negotiations between various countries gives many implications for inter-Korean relations.
European integration promoted economic integration, security integration, and political integration at the same time. However, the economic integration centering on ESCS was forced to choose, and security integration and political integration were delayed to a distant future. The same can happen in the path of inter-Korean integration, but if the level of trust and cooperation between the two Koreas increases, inter-Korean integration will appear differently from European integration. As the nuclear issue on the Korean peninsula is resolved, economic and political integration can be quickly promoted to the level of the inter-Korean integration.
The launch and development of the European Union gives another important implication to the inter-Korean integration because it showed that it is possible to create federal elements in the national confedration. In this context, it is possible to combine the unification plan of South Korea with the unification plan of North Korea, because it can move from the inter-Korean confedration stage to the basic federal stage through the inter-Korean Constitution. This paper suggests that if South Korea and North Korea do not insist on the ultimate unification plan, it can be realized. The two countries on the Korean Peninsula can coexist peacefully and cooperate with each other, and that can be the present state of unification.
