제4차 산업혁명 시대의 공공서비스 혁신 (A Study on the Public Service Innovation in the 4th Industrial Revolution Era focused on the Industrial Sector)

초록

2016년 세계경제포럼에서 ‘4차 산업혁명’이라는 용어를 사용한 이래 지난 3년 간 우리나라 정부와 기업들은 정보통신산업의 강점을 기반으로 4차 산업혁명 시대를 선도하기 위해 다양한 정책과 사업을 추진하고 있다. 그러나 현재의 수많은 논의가 민간부문의 혁신성장을 촉진하기 위한 것이라면 4차 산업혁명시대에 부합하는 공공서비스 혁신에 대한 필요성은 간과되고 있다.
공공서비스는 정책적 목적 및 정치와 관련성이 높고 수혜자가 세금을 내는 시민이라는 점에서 일반 서비스와 차별성을 갖는다. 이에 새로운 시장 창출이나 생산성 향상과 같은 경제적 관점에서의 서비스 혁신뿐만 아니라 중소기업 지원 및 평생교육과 같은 사회적 관점에서의 공공서비스 혁신 노력이 필요하다.
본 연구는 4차 산업혁명 시대에 적합한 공공서비스와 공공기관의 혁신방안을 제시하기 위한 탐색적 연구로 변수 간 인과관계를 검증하는 계량적 모델을 제시하고 있다. 연구모형으로 PLS-구조방정식 모델(Partial Least Squares-Structural Equation Model)을 설정하고 경제·산업부문의 공공서비스 제공자(공공기관)와 수혜자(고객)을 대상으로 설문조사를 통해 실증분석을 실시하였다.
연구결과 첫째, 공공기관에서 추진하는 서비스 준비역량에서의 혁신이 서비스생산과정의 혁신에 긍정적 영향을 미치고, 서비스 생산과정의 혁신은 서비스 전달방식의 혁신에 긍정적 영향을 미치는 것으로 나타났다. 둘째, 4차 산업혁명에 대응하는 공공서비스 준비역량과 생산과정의 혁신은 공공기관의 4차 산업혁명 대응현황에 긍정적 영향을 미치는 것으로 나타났다. 마지막으로, 공공기관의 4차 산업혁명 대응현황이 해당기관의 혁신에 긍정적 영향을 미치는 것으로 나타났다. 본 연구를 통해 4차 산업혁명을 대비하여 공공서비스가 혁신되면 이는 궁극적으로 공공기관의 혁신으로 이어진다는 결론을 얻을 수 있었다.

영어초록

Since the WEF(World Economic Forum) has referred to the word ‘the 4th industrial revolution’ in 2016, the Korean government has been performing a variety of policies and projects in order to lead the high-tech industries related to the 4th industrial revolution. For example, the Korean government has launched ‘the Presidential Committee on the Fourth Industrial Revolution(PCFIR)’ and let them to deliberate upon and coordinate important policy matters pertaining to the development and acquisition of new science and technology. However, while current discussions about the 4th industrial revolution are focusing on accelerating innovative growth in the private sector, the importance of the innovation in the public sector has been relatively ignored.
Public services are differentiated from services in the private sector in terms of the relations with policy purposes and customers who are citizens and pay taxes. Therefore, public service innovation should be carried out not only from the economical viewpoint but in the eye of society. The purpose of this study is to explore the effect of the public service innovation on the innovation of public service providers for the 4th industrial revolution. We have designed a research model of the PLS-SEM including a factor analysis for exploring the relations among capabilities, production processes and delivery systems of public services and preparation status and innovation of the service providers. We have carried out a field survey targeting public service providers and customers and collected 142 data in the economic and industrial sector.
The public service innovation related to the 4th industrial revolution affects each step of the service capability, production and delivery. In other word, the innovation of service capabilities positively impacts on the innovation of the service production and this service production innovation positively impacts on the innovation of the service delivery system. Second, innovation of the service capability and production influences the preparation of the public service providers for the 4th industrial revolution. Finally, public service innovation for the 4th industrial revolution is positively related to the innovation of the public service providers. This study points out that service innovation in the public sector for the 4th industrial revolution will eventually have a ripple effect on the innovation of public service providers.
