시장의 외생적 충격 하에서 자본재 산업과 소비재 산업의 생산성 변동 추이 (What contributed to the Korean capital goods and consumer goods manufacturing industries’ resilience to two market exogenous shocks?)

초록

본 연구는 자동차 완성차, 자동차 부품, 조선, 철도, 항공, 일반 목적용 기계, 특수 목적용 기계, 정밀기기, 의료기기로 구성된 자본재 산업과 음∙식료품, 의류, 가죽∙신발, 인쇄, 가전으로 구성된 소비재 산업의 1996-2008년간 총 요소생산성 증가 요인과 시장의 외생적 충격으로 인한 총 요소생산성 변동 요인을 규명하기 위해 1995-2008년 불균형 패널 미시데이터에 확률적 경계생산함수 모델을 적용해 총 요소생산성증가를 구성하는 기술진보, 기술적 효율성, 규모의 효과, 배분효율성의 변동을 추정하였다.
실증분석 결과, 자본재 산업과 소비재 산업 전반적으로 규모의 효과와 배분효율성의 변화가 미미해 총 요소생산성 증가는 결국 기술진보와 기술적 효율성의 크기에 따라 결정되고 있다.
즉, 자본재산업과 소비재산업의 총 요소생산성증가 모두 기술진보가 이끌고 있으나 자본재 산업이 소비재 산업 보다 총 요소생산성 증가율 ( )에서 앞 선 것은 소비재 산업의 효율성 악화가 자본재 산업의 효율성 악화 보다 심각하기 때문이다.
또한 시장의 외생적 충격인 1997년 외환위기와 2008년 글로벌 금융위기는 자본재 산업과 소비재 산업의 기술진보에는 별 영향을 못 미쳤으나 총 요소생산성 증가에는 큰 변동을 초래했다. 즉, 1998년 자본재산업에서는 규모의 효과가 가장 크게 감소하고 배분 효율성, 기술적 효율성의 순으로 하락했으며 소비재 산업에서는 기술적 효율성, 배분 효율성, 규모의 효과의 순으로 감소해 자동차 완성차, 조선, 철도, 항공, 일반목적용 기계, 음료품, 의류, 가죽신발 등의 산업이 총 요소생산성 감소를 보이고 있다.
또한 2008년 글로벌 금융위기의 충격으로 자본재산업에서는 규모의 효과와 기술적 효율성이 하락하고 소비재 산업에서는 기술적 효율성의 악화가 뚜렷해 자동차 완성차, 철도, 항공, 가죽신발, 인쇄 등의 산업이 총 요소생산성 감소를 보이고 있다.
그러나 1997년 외환위기의 충격이 2008년 글로벌 금융위기로 인한 충격 보다 자본재산업과 소비재 산업의 총 요소생산성에 미친 영향이 훨씬 심각한 것은 2008년 글로벌 금융위기에 대해서는 합리적 기대 (rational expectation)가 형성돼 그 충격이 완화될 수 있었기 때문이다.

영어초록

This paper investigates the global competitiveness of the Korean manufacture of capital goods, comprising assembled vehicles, automobile parts and components, shipbuilding, railway locomotives, aircrafts, general purpose machinery, special purpose machinery, precision instruments, medical devices, and consumer goods—food and beverages, clothing apparel, leather goods and footwear, printing, home electric appliances—particularly under two market exogenous shocks.
In order to calibrate the competitiveness of the Korean capital goods and consumer goods industry, a stochastic frontier production model was applied to the unbalanced panel micro-level establishment data for 1995-2008 to estimate the sources of total factor productivity (TFP) growth, which is decomposed into technical progress, changes in technical efficiency, scale effects, and changes in allocative efficiency.
Empirical results show that the average levels of technical efficiency (TE) for 1996-2008 of the Korean consumer goods industry were lower than those of the capital goods industry with an aggravating rate.
Except for the technical retrogression of the manufacture of railway locomotives the average rates of technical progress (TP) for 1996-2008 of the Korean capital goods industry were greater than those of the consumer goods industry.
Except for positive scale effects of the manufacture of assembled vehicles and negative scale effects of the manufacture of railway locomotives, scale effects of the other capital goods industries and the consumer goods industries in its entirety were trivial.
Except for allocative efficiency improvement in the manufacture of railway locomotives and leather goods and footwear, changes in allocaitive efficiency of the capital goods industry and consumer goods industry were trivial and faded away. Therefore, TFP growth is determined by magnitudes of technical progress and technological efficiency and significant increases in TFP growth lead to global competitiveness as well.
The manufacture of capital goods was superior to the manufacture of consumer goods in TFP growth due to the greater technical progress rate (TP) and changes in technical efficiency ( ) which finally led to capital goods’ competitiveness.
Market exogenous shocks, such as the 1997 Asian financial crisis and the 2008 global financial crisis had no particular effects on the technical progress of the capital goods industry and consumer goods industry while they had negative effects on TFP growth.
In 1998, the capital goods industry experienced a significant decrease in scale effects with deteriorated technical efficiency and aggravated allocative efficiency. The consumer goods industry also suffered from deteriorated allocative efficiency, technical efficiency, and scale effects. Thus, manufacture of assembled vehicles, shipbuilding, railway locomotives, aircrafts, general purpose machinery, food and beverages, clothing apparels, leather goods and footwear recorded negative TFP growth In 2008, the capital goods industry experienced a significant decrease in scale effects with deteriorated technical efficiency. The consumer goods industry was subjected to significant decreases in technical efficiency. Therefore, manufacture of assembled vehicles, railway locomotives, aircrafts, general purpose machinery, leather goods and footwear, and printing showed negative TFP growth.
Altogether, the 1997 shock had more disastrous effects on the TFP growth than the 2008 shock due to rational expectation of the 2008 global financial crisis; however, the latter will continue to reflect in the Korean capital goods and consumer goods industries’ performances even after 2008.
