초록

본 연구의 목적은 고령사회 장‧노인층의 스마트폰 콘텐츠 정보 활용 활성화를 위하여 법적 환경과 제도적 검토하였다. 또한 고령사회에 노인들의 정보비대칭 해소를 위하여 현행 법률의 고찰을 통하여 법제도적 개선 방안을 모색하는 데에 있다. 스마트 폰 활용 정책은 첫째 정보활동의 신속함과 정보습득 증가와, 언제 어디서나 인터넷을 통해 정보검색 및 공유가 실시간으로 가능하다는 점과 위치기반 서비스 등을 통해 지역정보 및 생활밀착형 정보를 습득하는 비율이 크게 늘어났다는 점을 제시했다. 둘째, 일상생활의 관리에 혁신적인 편리함의 성과를 보여주었다. 셋째, 오락 및 여가생활의 증가와 다양화의 성과를 들 수 있다. 넷째, 사회참여활동의 증가로 사회․정치적인 이슈 등의 정보에 밝고 의견을 교환할 수 있는 소통의 성과를 들수 있다. 다섯째, 사회적 네트워크 및 의사소통 성과로, 일반폰 이용이 주로 가족이나 친구사이의 친밀한 관계 형성을 중심으로 이루어져왔다면 스마트폰 이용은 SNS 등을 통해 개인과 개인, 개인과 집단 간 사회적 관계를 다차원적으로 형성하고 있다.
따라서 정보격차 취약 계층에 대한 정부차원의 해소 노력 중에서, 미래에 거대 인구 비중을 보이게 될 장‧노년층에 대한 정보격차해소 노력이 매우 중요한 것임을 인지할 수 있으며 다가오는 스마트 융합 환경에서의 국가의 경쟁력을 좌우하게 될 장‧노년층의 정보화를 위해 정부 차원에서의 적극적인 정책 마련 및 지원이 필요함을 시사해준다.
최근 스마트폰이 인터넷을 능가하는 중요한 변수로 등장하고 있음에도 노인층의 스마트폰 이용교육과 정책과 법률이 충돌하고 있는 것을 보완해야 한다. 고령화 속도가 빠르게 진행되는 한국의 상황에서 전체인구의 상당부분을 차지하게 될 노인들의 정보활용 수준을 높여서 삶의 만족도를 높일 수 있도록 국가적인 정보복지정책과 프로그램의 방향을 모색하기 위한 자료로 이 연구가 활용되는데 도움이 되길 바란다.

영어초록

The purpose of this study of the aging society, theMiddle age and elderly smartphone content information literacy in order to activate the legal environment and institutional review.
