교장공모제 시행 학교와 학교장의 특성 분석 (Analysis on the Characteristics of Schools and Principals under the Implementation of Open Recruitment System for Principals)

초록

교장공모제는 종래의 일괄적인 임명 방식에서 벗어나, 일선 학교에서 교장 후보자를 공개 모집하고 학교의 구성원이 선정에 참여하는 과정을 거쳐 적임자를 교장으로 임용하는 제도이다. 본 연구는 교장공모제 정책의 시행 과정을 실증적으로 분석하고자 교장공모제를 시행하는 학교와 공모교장의 특성을 분석하였다. 분석의 틀로 자원 의존 이론(Resource Dependency Theory)과 특권 학생 편의 이론(Privileged Student Bias), 주인-대리인 이론(Principal-Agent Theory)을 적용하였다. 분석 자료로는 에듀데이터서비스(EduData Service System)와 서울교육종단연구(Seoul Education Longitudinal Study), 경기교육종단연구(Gyeonggi Education Panel Study)를 사용하였으며, 실증분석모형으로 패널 로짓 모형(Panel Logit Model)을 활용하였다.
분석 결과, 교장공모제를 시행하는 학교는 미시행(일반) 학교에 비해 단위 학교의 학생 수가 적고, 학업수준이 높고, 설립 된지 오래된 학교였으며, 교육프로그램을 많이 실시학고, 자율학교, 특별광역시 지역에 소재하고 있다는 특성을 지닌 것으로 나타났다. 한편, 공모교장은 초등학교의 경우 일반 학교 교장에 비해 연령이 젊다는 것 외에 뚜렷이 구별되는 특성을 보이지 못했다. 그러나 중·고등학교의 경우, 공모 교장은 연령이 젊은 남자 교장으로서 자신의 비전을 공유하고 단위 학교의 수업개선과 행정업무경감을 위해 노력한다는 특성을 지닌 것으로 나타났다. 이러한 연구결과는 교장공모제의 시행과 보완에 있어서 의미 있는 정책적 시사점을 제공한다.

영어초록

The purpose of this study is to empirically analyze policy implementation processes of Open Recruitment System for Principals (hereafter ORSP). For this purpose, two research question were formulated as follows. the first is 'Do schools which execute ORSP have distinct characteristics compared to schools which do not implement ORSP?'. And the second is 'Do recruited principals show differentiating characteristics in comparison with general principals?'. For answering to these research questions, this research utilized Resource Dependency Theory, Privileged Student Bias and Principal-Agent Theory as conceptual framework, and the findings are then analyzed by using the data from EduData Service System, Seoul Education Longitudinal Study and Gyenggi Education Panel Studay as well as by adopting the statistical techniques Panel Logit Model.
After the analysis, two major findings were drawn from the results. First, compared to schools which do not adopt ORSP, it was confirmed that ORSP-based schools had less number of students, marked a higher rate of students whose grade is above average-level, were established long before, implemented an amount of educational programs, were autonomous, and were located in metropolitan cities. Second, recruited principals did not show any distinguished characteristics except for younger age compared to general principals. When the subjects were confined to middle-and-high school principals, they were generally characterized as young, male ones who shared their vision and exerted themselves to improve classes as well as to diminish administrative burden.
the implications of this research were as follows. First, it is imperative to understand the concept of ORSP in a new perspective. Second, education authorities promote benefits of ORSP to schools which are backward and isolated in need of policy consideration. Finally, it is necessary to alleviate the application regulations for inviting competent principals which is the original intention of ORSP.
