초록

기록을 생산하고 아카이브로 정리해 보존하는 것은 사회적 주체-권력이 작동하는 일이다. 그래서 한 시대의 기록과 아카이브는 사회적 주체가 누구인지 알려주는 상징이자 콘텐츠로 파악해야 한다. 최근 높아지고 있는 기록과 아카이브에 대한 시민-대중의 관심과 요구는 우리사회의 민주화가 높은 수준으로 발전해 가면서 나타난 현상이다. 이렇게 변화된 상황에 맞춰 기록학 연구자는 시민-대중이 요구하는 문화적 기억기관으로서 아카이브가 어떤 원칙과 과정을 통해 (재)구축되어야 하는지 대안을 찾아 기억과 역사의 공론장에 제출해야 한다.
시민-대중이 공론장에서 역사 서술의 대상으로 중요하게 거론되기 시작한 것은 탈근대 담론이 등장하고 퍼블릭 히스토리 개념이 생겨나면서부터이다. 퍼블릭 히스토리는 ‘기록의 역사’ 보다는 ‘기억의 역사’를 강조하는데, 이는 전자가 기록을 생산할 수 있었던 권력의 역사를 표상하고 있다면, 후자는 권력으로부터 배제돼 기록을 남길 수 없었던 사람들의 역사를 재현하고 있기 때문이다. 시민-대중을 중심으로 기록학을 연구할 때 퍼블릭 히스토리의 성과를 살펴봐야 하는 이유이다.
우리 시대에 남겨야 할 역사와 기억, 기록은 다양한 사람들이 자율적으로 참여한 공론장에서 결정된다. 이 글에서는 기억과 역사의 공론장에 참여하는 퍼블릭 히스토리의 공론 주체를 연구자와 당사자, 시민-대중으로 구분하고, 역사적 사건을 둘러싸고 형성된 각 주체의 입장과 관점, 그리고 실천의 모습을 관찰자와 목격자, 구경꾼-산보객의 비유를 통해 살펴보았다. 당사자가 역사적 사건에서 얻은 경험 기억을 유지하고 망각에 저항하기 위해 세상에 기록을 새기는 동안, 연구자는 관찰자의 태도로 기록을 모으고 이를 통해 역사적 실체에 다가선다. 여기에서 시민-대중은 연구자와 당사자들이 이끌어 가는 공론화 과정을 지켜보면서 우리 시대의 역사와 기억, 기록의 의미를 최종심급에서 결정한다.

영어초록

The increase of interest and demand toward records and archives is closely related to the changes in our society. This phenomenon started to emerge as democracy developed in our society. Producing, archiving and preserving records are the work of the social subject-power. Therefore, the records and archives these days should be understood as historical symbols and contents which indicate us who the social subject is. In response to these changes, the archivist should find and submit to the public sphere of memory and history which alternatives the archives should be reconstructed by which civic and public cultural institutions demand.
People began to be the subject of historical descriptions in the public arena as postmodern discourse emerged and the concept of public history emerged. The public history emphasizes 'history of memory' rather than 'history of recording', where the former represents the history of power that was able to produce records, the latter reproduces the history of people who were excluded from power and could not leave records. This is why we need to look into the performance of public history when we study the history of public records.
The history, memories, and records to remain in our day are determined by the participation of various people in the public sphere to discuss and agree. In this article, the public subjects who participate in the public sphere of memory and history are divided into researchers, parties, and people. The position, perspective and practice of each subject formed around historical events were examined through the analogy of observers, witnesses, and spectators. While the researchers collect the records in the manner of the observer and approaches them through the historical reality, the parties engrave the records in order to preserve the memory of experience gained from the historical events and to resist oblivion. Here, the people decide the meaning of the history, memory, and records in the final level, while observing the publicizing process led by the group of researchers and first parties.
