OJT 및 Off-JT가 일학습병행 효과성에 미치는 영향 (The Impact of OJT and Off-JT on the Effectiveness of Korean Work-Learning Dual System)

초록

목적 OJT 및 Off-JT가 일학습병행 효과성에 영향을 미치는 결정요인을 파악하여 효용성 있는 OJT와 Off-JT 운영 방안을 제안하는 데 그 목적이 있다.
방법 이를 위하여 한국직업능력연구원의 2021년 일학습병행 성과진단 자료 중 학습근로자 조사에 응답한 2,061명을 대상으로 설문조사를 실시한 자료를 분석하였다. 일학습병행 효과성에 영향을 미치는 OJT와 Off-JT의 결정요인에 관한 분석을 위해 STATA 17 version을 활용하여 기초통계분석, 상관관계분석을 실시하였고, 2단계 최소제곱법(2SLS) 분석모형을 사용하였다. 독립변수는 OJT는 OJT 직무수행능력 향상 도움정도, 기업현장교사 역량 및 강의만족도, 현재 능력 대비 OJT 수준, OJT 만족도이며, Off-JT는 Off-JT 직무수행능력 향상 도움정도, 교⋅강사 역량, 및 강의만족도, 현재 능력 대비 Off-JT의 수준, Off-JT 만족도이며, 결과변수는 일학습병행 효과성이다.
결과 첫째, OJT는 일학습병행 효과성의 직무수행능력 향상 도움에 긍정적인 영향을 주는 것으로 나타났다. 둘째, 기Off-JT는 일학습병행 효과성인 직무수행능력 향상 도움에 긍정적인 영향을 주는 것으로 나타났다. 셋째, OJT 및 Off-JT가 일학습병행 효과성의 외부평가에 영향을 미치는 결정요인은 OJT 요인인 교⋅강사의 역량 및 강의만족도, 현재 능력 대비 Off-JT의 수준, Off-JT 만족도와 학력(고졸, 전문대졸), 참여유형의 산학일체형 도제학교와 IPP형 일학습병행, NCS의 기계, 전기전자, 재료 분야와 NCS의 경영⋅회계⋅사무, 보건⋅의료, 정보통신 분야이다. Off-JT 요인은 학력, 산학일체형 도제학교는 일학습병행 효과성의 외부평가에 긍정적인 영향을 미치는 것으로 나타났다.
결론 본 연구의 결론은 다음과 같다. 첫째, OJT를 통해 학습근로자는 기업의 맞춤형 교육훈련을 받을 수 있으며, 배운 내용을 실무에 즉시 적용할 수 있는 환경이기 때문에 OJT 만족도가 높아질수록 일학습병행 효과성은 높아질 것이다. 둘째, Off-JT는 현장적응력을 높일 수 있도록 이론적인 보충과 타기업 사례 등에 중점을 두어 학습근로자들의 직무수행능력을 향상에 도움을 줄 수 있기 때문에 Off-JT 만족도가 높아질수록 일학습병행 효과성은 높아질 것이다. 셋째, 일학습병행은 기업에서 필요로 하는 인재를 양성하는 목적으로 하기 때문에 산업현장에서 요구하는 필수능력단위를 설정하여 현장의 요구를 반영한다면 OJT와 Off-JT 모두 일학습병행 효과성의 외부평가에 긍정적인 영향을 미칠 것이다. 또한, NCS 기반의 교육훈련 내용과 중소기업이 대부분인 학습기업의 실무와 다소 거리감이 있기 때문에 학습기업 중심의 NCS 교재 개발 및 기업 자체 교재 개발, 교육훈련 내용 편성을 통한 OJT 및 Off-JT를 운영할 필요가 있다.

영어초록

Objectives The purpose is to identify the determining factors by which OJT and Off-JT influence the effectiveness of work-learning dual system and to propose efficient strategies for the operation of OJT and Off-JT.
Methods To do this, an analysis was conducted on survey data from 2,061 respondents, who were apprentice workers, based on the 2021 work-based learning performance evaluation data from the Korea Research Institute for Vocational Education & Training. Basic statistical analysis and correlation analysis were performed using STATA 17 version to analyze the determining factors of OJT and Off-JT that affect the effectiveness of Korean Work-Learning Dual Program. Additionally, a Two-Stage Least Squares (2SLS) analysis model, which is a type of simultaneous equations model, was employed. The independent variables for OJT include the extent to which OJT helps improve job performance ability, the competency of workplace instructors, lecture satisfaction, the level of OJT relative to current ability, and OJT satisfaction. For Off-JT, the independent variables include the extent to which Off-JT helps improve job performance ability, the competency of instructors, lecture satisfaction, the level of Off-JT relative to current ability, and Off-JT satisfaction. The outcome variable is the effectiveness of work-learning dual system.
Results According to the analysis, first, OJT was found to have a positive impact on improving job performance ability, which contributes to the effectiveness of work-learning dual system. Second, Off-JT also showed a positive effect on improving job performance ability, which is a key indicator of the effectiveness of work-learning dual system. Third, the determining factors influencing external evaluations of the effectiveness of Korean Work- Learning Dual Program include several Off-JT factors, such as the competency of instructors, lecture satisfaction, the level of Off-JT relative to current ability, and Off-JT satisfaction, as well as educational background (high school or associate degree) and participation types, including the Industry-Academia Integrated Apprenticeship School and IPP-type work-based learning system.
Conclusions The conclusions of this study are as follows: First, OJT allows apprentice workers to receive customized training tailored to the company’s needs, creating an environment where they can immediately apply what they have learned to their work. As a result, the more satisfied the workers are with OJT, the more effective the work-learning dual system will be. Second, Off-JT can enhance job performance by providing theoretical supplementation and focusing on case studies from other companies, which helps improve the adaptability of apprentice workers to the workplace. Therefore, higher satisfaction with Off-JT will also lead to increased effectiveness of work-based learning programs. Third, since the primary goal of work-based learning is to cultivate talent that meets the needs of companies, it is important to set essential competency units required by the industry and reflect the demands of the field. Reducing the weight of written exams while increasing the proportion of interviews and practical assessments related to on-the-job learning would positively impact the external evaluation of both OJT and Off-JT within work-learning dual system. Therefore, there is a need to develop NCS materials centered around learning companies, as well as company-specific training materials, and to structure training content accordingly to better align OJT and Off-JT with the practical needs of the companies.
