초록

인간의 생존에 필수적인 먹거리를 얻는 일은 곧 생업(生業)이라 할 수 있으며, 여기에서 비롯되는 생활방식이나 제도, 또는 관습이나 전통을 한 데 묶어 농사일(農務․農耕) 문화라 일컬을 수 있다. 따라서 나라마다 민족마다 저들의 농경발달을 신화(神話)로 엮고 통치철학에 농경을 발판으로 두어 긍지를 삼고 애써 지켜 오는 것이다.
우리나라의 경우, 일연(一然)의 삼국유사(三國遺事)에서 비롯하는 “단군신화(檀君神話)”가 바람(風伯)․비(雨師)․구름(雲師)을 다스리는 환웅의 신시(伸 市)를 거점으로 하여 농경을 일으키고 또한 홍익인간(弘益人間)의 나라를 건군하는 이야기로 전해져 내려오고 있다. 이에 따른 한민족의 문화가 계승되면서 단일민족으로서의 정체성과 긍지, 그리고 외부로부터의 시련에 대한 저항과 극복의 원동력이 되었던 것이다.
고대의 영고(迎鼓)․동맹(東盟)․무천(舞天)과 5월 수릿날(단오제)과 10월 계절제(상달제)가 곧 하늘의 섭리에 따르는 우리 민족의 농경문화적 징표였으며, 한말(韓末)에 이르러서는 하나의 민족 신앙으로 창시되고, 오늘날에는 국경일인개천절(開天節)로 계승되기에 이르렀다.
우리네 농사일은 중국의 신농(神農) 신화를 주축으로 소화해내면서 농경의 정전제(井田制)에서 유래하는 고유의 향(鄕) 문화, 율력(律)․십이지(十二支)․오행(五行)․향당(鄕黨)․점무복술(占巫卜術), 그리고 홍익인간의 기치에 근거한농본사상과 통치이념을 구현해내었다. 신라의 화랑․고구려의 선(仙)․백제의향(鄕) 제도가 그러하였고, 농경 행사를 알리는 각종 세시기(歲時記)나 농가월령(農家月令), 음양오행설(陰陽五行說)의 철학과 나라의 국기인 “태극기(太極旗)”의 철학이 곧 그러하다.
또한 권농(勸農)의 의지가 담겼던 역사적 농본통치관(農本統治觀)에서 농경문화적 요소가 명확히 드러난다. 고려사 에는 왕국의 건국이념으로 “권농”을 강조하는 중농주의적 교시가 나타나 있고, 조선왕조의 통치지침서였던 경국대전 에는 권농을 위한 조직과 임무를 밝히고 있다. 세종조에 정초가 편찬한 우리나라최초의 농서인 농사직설 에는 임금의 “권농교문”이 있어서 “나라는 백성으로서근본을 삼고, 백성은 식량으로서 하늘을 삼나니, 농사는 의식의 근원인지라, 왕정의 우선하는 바”임을 밝히고 있다. 뿐만 아니라, 기록상으로는 고려 성종 때(983년)부터 한말에 이르기까지 왕궁에는 사직제(社稷祭)가 거행되어서 왕과 왕비가 몸소 농사일을 하는 모범을 보이는 적전 행사가 이어져 왔다. 이것이 곧 현금의 권농일 행사로 계승된 것이다.

Agricultural affairs to get the food materials to maintain his living conditions can be defined as a human profession, and every possible living ways related to this, such as systems, methods, customs or traditions might be all together called "Culture in Farm Works". On this respect, every nation or peoples has gone with first dressing of birth myth of national profession down in their history. Their reign ideal and policy making has been founded on the national base of agricultural production and every national dignities has been maintained on that systems. In case of Korea, as the birth myth of nation "Daugun Shinwha"(단군신화) oriented from the "Samguk-Yusa"(三國遺事) by "Ilyun"(一然) tells us that Hwanwoong(환웅), the progenitor, at Shinshi(신시), has found a basement of agriculture with the assistauce of retainers, namely tue Wind(風伯), the Rain(雨師), and the Cloud(雲師) and the nation by a humanitarianism. The mythologic tales was conducted the physiocracic culture and upheld cherish the great raditions of the early pioneers.
Not only the national character of original form and unitary dignity, but also the prime generative power of every historical striving and overcoming against the external agressions were derived from that cultural basements.
Those realistic symbols deprived from the Korean agro-culture which people's providence of following might be confirmed the heaven among the folkative events in old time such as Yong-go(迎鼓), Dongmaeng(東盟), Mucheon(舞天), May-day Sury-Fest(단오제), and October Seasonal-Fest(상달제), Those events, coming to around the end of Chosun-dynasty, has developed as a native religion, and the Anniversary of Daugun's Accession (開天節) nowadays. On the other ways, the physical farming systems has been organized under the impact on the old-day Chinese cultural systems, such as the mythologic tales of Shinong the father(神農), mencious of old China, and confucianism of Han(漢)-dynasty of China. One term is nothing but the agricultural fundamentalism considrs agriculture as only one source in producing the national wealth. Of course, the fundamentalism contains a set of thoughts, such as national land ownership, equal tenancy and taxation, labor rests, farmers become soldier policy, agriculture first and commerce second policy, and mutual aids among villagers, etc. Historically those thoughts elaborated to fit the local situations by Korean confucianists during 500 years of chosun-dynasty period. Also, many other Korean cultural and political systems were deprived historically from that agriculture-first principle, and among others, native village-first systems(향, 향당제), the Julian calendar(津曆), the twelve horary signs(十二支), the five elements of the Chinese cosmogony( 五行:metal, woods, water, fire, and earth), And the art of divination(점무복술) might be selectively examplified. and sequential farming systems were reorganized and easily propagated by the calender of the times and seasons of the year(세시력), monthly farming songs(월령), and the interacting principles of Yin and Yang(음양설: the cosmic dual forces, the sun and the moon, and the positive and negative, etc). The Korean national flag "Taegeuk" indicates not but the Great Absolute in Korea phylosopy and the unity of the cosmos (theYinandYang).
SincetheKoryo dynasty(고려왕조) and Chosun-dynasty(朝鮮王朝), a constant vigilant policies for agricultural development and instruction(교시) were propagated and publication of political bible such as “the Administration, Statemanship of the State”(경국대전) and the events of the national sacrifacial rites on "the Guardian Deities of the State" and the model farming system by Mouarch(적전제) etc. were enforced in effects.
