국가발명인재관의 발전방안 도출 연구 (Research on deriving development plans for the National Invention Talent Center)

초록

이 연구의 목적은 국가발명인재관의 위상 및 역할을 재정립하고 디지털 대전환 시대에 대응할 수 있는 발전방안을 도출하여 국가 발명교육 발전과 발명교육 선도기관의 기능 및 역할을 모색하는 기초자료를 제공하는 것이다. 이를 위해 문헌연구, 사례조사, 전문가 협의회를 통하여 국가발명인재관의 발전방안을 도출하고, 각 발전방안의 중요도에 대한 전문가 의견을 AHP기법을 활용하여 계층화하여 국가발명인재관 발전방안의 최종안을 완성하였다.
국가발명인재관이 국가 발명교육기관으로서 우리나라 발명교육을 선도하고 위상을 제고하기 위한 발전방안으로 3개의 추진전략 ‘발명교육의 디지털 전환, 지속가능한 발명교육, 선도적 글로벌 발명 교육’을 도출하였으며 추진전략에 대한 하위 추진과제 총 12개를 도출하였다.
이 연구에서 제안한 국가발명인재관의 발전방안과 시사점은 국가발명인재관의 위상 및 역할을 재정립하는 기초자료로써, 향후 우리나라 발명교육을 견인하며 글로벌 지식재산교육을 위한 정책방향을 결정하는데 활용될 수 있을 것이다. 또한, 본 연구에서 제안한 발전방안을 기반으로 하여, 추후 국가발명인재관의 발전방안 로드맵을 수립하고 추진함으로써 디지털 기술에 기반한 발명교육 환경을 구축하고 학생과 교원은 물론 일반인을 대상으로 지식재산에 대한 대중의 인식과 발명교육 저변을 넓혀나갈 수 있는 국가발명교육 거점기관으로서의 역할을 수행해 나갈 것을 기대한다.

영어초록

This study aimed to redefine the status and role of the National Invention Talent Center, a key player in the global invention education landscape. The goal was to derive development plans to respond to the era of great digital transformation and provide essential data to explore the development of national invention education and the functions and roles of leading invention education institutions. To this end, a development plan for the National Invention Talent Center was derived through literature research, case studies, and expert consultations, and the final plan for the development of the National Invention Talent Center was completed by stratifying and analyzing expert opinions on the importance of the development plan. The development plan for the National Invention Talent Center to lead Korea's invention education and enhance its status as a national invention education institution is to promote three strategies and a total of 12 sub-strategies: digital transformation of invention education, sustainable invention education, and leading global invention education. It was derived as a task.
The development plan and implications of the National Invention Talent Center proposed in this study can be used as primary data to re-establish the status and role of the National Invention Talent Center and to promote and advance the future of invention education in Korea. In addition, based on the proposed development plan, the National Invention Talent Center will further develop into a national invention education institution equipped with future invention education and a digital-based invention education environment by systematically setting and promoting a roadmap for future development plans.
