    초록

    National Olympic Committee(hereinafter 'NOCs') is one of the three constituents of the Olympic Movement together with the International Olympic Committee(hereinafter 'IOC') and International Federations. The mission of the NOCs are to develop, promote and protect the Olympic Movement in their respective countries in accordance with the Olympic Charter. As of 2011, there are 205 NOCs, representing both sovereign nations and other geographical areas. All 192 United Nations member states have National Olympic Committees.
    Nowadays, the Olympic Games are a sort of festival for humankind crossing the whole world and a major international event of summer and winter sports in which thousands of athletes compete in a wide variety of events. The evolution of the Olympic Movement during the 20th century forced the IOC to adapt the Games to the world's changing social circumstances and one of phenomena of world culture. Actually, modern Olympism was conceived by Pierre de Coubertin, on whose initiative the International Athletic Congress of Paris was held in June 1894.
    NOCs are not merely one of national sports relating bodies within sovereign states. On the contrary, subject to the controls of the IOC, NOCs are responsible to organizing their people's participation in the Olympic Games. And if they lose autonomy and trespass sports related rules including Olympic Charter and IOC regulations they would be taken serious sanctions by IOC like Kuwait Olympic Committee which was suspended as of 1 January 2010 because of its lose of autonomy from its government authority. Actually the practice of sport is a human right. Every individual must have the possibility of practising sport, without discrimination of any kind and in the Olympic spirit, which requires mutual understanding with a spirit of friendship, solidarity and fair play.
    Considering these all legal issues based on the Olympic Charter,this paper exams NOCs from the perspective of international legal framework of sport and hoping that this paper would serve as the basic documents for the development of sports law and legislative materials for the athlete family.
