사이버금융범죄에 대한 경찰 관련 집단 간 위험 인식 차이 연구 (A Study on the Differences in Perception of Risks among Police-Related Groups on Cyber Financial Crimes)

초록

디지털 사회로의 급격한 전환과 비대면 문화의 확산으로 사이버 금융 범죄의 발생이 급증하고 있다. 이러한 범죄는 IT 신기술을 악용하여 범죄 수법이 날로 정교해지고 고도화되는 특징을 보이고 있다. 비대면 거래가 활성화됨에 따라 사이버 금융 범죄는 더욱 치밀해지고 있으며, 이를 예방하고 효과적으로 대응할 수 있는 방안 마련의 중요성이 점점 더 부각되고 있다.
본 연구는 사이버 금융 범죄에 대한 경찰행정학과 학생, 중앙경찰학교 교육생, 현직 경찰공무원 세 집단의 인식과 대응 수준을 비교 분석함으로써 각 집단의 인식 차이를 기반으로 사이버 금융 범죄 인식에 대한 기초 연구를 제시하는 데 목적이 있다. 이를 위해 세 집단을 대상으로 한 설문 조사를 통해 사이버 금융 범죄의 위험성 인식, 체감 발생 빈도, 피해 심각성 및 범죄두려움에 대한 인식을 종합적으로 분석하였다.
연구 결과, 현직 경찰공무원 집단은 다른 집단에 비해 사이버 금융 범죄의 위험성에 대한 인식과 범죄두려움 수준이 상대적으로 낮은 것으로 나타났다. 이는 사이버 범죄에 대한 보다 체계적이고 실질적인 교육의 필요성을 시사한다. 반면, 경찰 교육생 집단은 최신 IT 기술 및 범죄 수법에 대한 높은 인식을 보였으며, 범죄두려움 역시 다른 집단보다 높았다. 이는 교육 과정에서 최신 범죄 트렌드를 더 잘 반영하고 있음을 보여준다. 대학생 집단은 소셜 미디어 및 메신저를 활발히 사용하는 집단 특성상 메신저 피싱과 같은 일상생활에서 빈번히 접하는 범죄 유형에 대해 높은 체감 빈도와 범죄 두려움을 보였다. 모든 집단은 피싱을 가장 심각한 위협으로 인식하였고, 사이버 금융 범죄의 피해 심각성에 대한 공통된 우려를 나타냈다.
이를 바탕으로 경찰공무원의 사이버 금융 범죄에 대한 인식을 제고하고, 실질적인 대응 역량을 강화할 수 있는 맞춤형 교육 프로그램이 필요함을 확인하였으며, 각 집단의 특성과 인식 차이를 고려한 정책 개선 및 교육 시스템의 강화가 요구됨을 확인하였다. 나아가 본 연구는 경찰조직 내에서의 사이버 범죄 대응 능력을 높이고, 궁극적으로는 국민의 재산과 안전을 보호하는 데 기여할 수 있는 중요한 시사점을 제공한다.

영어초록

The rapid transition to a digital society and the growing trend of contactless interactions have led to a sharp increase in cyber financial crimes. These crimes are becoming increasingly sophisticated as they exploit cutting-edge IT technologies. As contactless transactions grow more widespread, cyber financial crimes are becoming more meticulous, highlighting the growing importance of devising effective prevention and response strategies.
This study aims to present a basic study on cyber financial crime perception based on the differences in perceptions of each group by comparing and analyzing the perceptions and responses of three groups of university students majoring in police administration, police trainees and current police officers. Based on the differences in awareness across these groups, the study proposes more effective crime prevention measures. A survey was conducted to comprehensively analyze these groups' awareness of the risks of cyber financial crimes, perceived frequency, severity of victimization, and fear of crime.
The results indicate current police officers have a relatively lower level of awareness of the risks and fear of cyber financial crimes compared to the other groups. This highlights the need for more structured and practical education on cyber crimes. On the other hand, police trainees showed a high level of awareness of the latest IT technologies and crime tactics, as well as a higher fear of crime, reflecting how their education better incorporates current crime trends. The university students, being active users of social media and messaging platforms, exhibited higher perceived frequencies and fear of crimes like messenger phishing, which they encounter frequently in their daily lives. Across all groups, phishing was recognized as the most severe threat, and there was a shared concern about the seriousness of cyber financial crime victimization.
Based on these findings, the study confirms the need for tailored education programs that can enhance the awareness of current police officers regarding cyber financial crimes and strengthen their practical response capabilities. It also emphasizes the necessity of improving policies and educational systems by considering the unique characteristics and awareness differences of each group. Ultimately, this research provides important implications for enhancing the ability of police organizations to respond to cyber crimes, contributing to the protection of citizens' property and safety.
