19대 총선과 강원도민의 투표행위 - 유권자의 연령대별 구성과 투표율의 차이를 중심으로 (The 19th General Election and Voting Behavior of the Inhabitants of the Gangwon-do - A Study on Focusing Difference and Change of Composition and Turnout According to Age Group of the Electorate)

초록

19대 총선에서 새누리당은 강원도의 9개 선거구에서 모두 이겼다. 이 연구의 목적은 이러한 선거 결과와 원인을 강원도 유권자의 연령대별 인구구성과 투표율을 중심으로 다각도로 조명해보고 그것에 내포되어 있는 강원도민의 투표행위의 의미를 파악해 보는데 있다.
이 글에서 확인된 몇 가지 주요 연구 결과를 정리해 보면 다음과 같다. 첫째, 19대 총선에서 새누리당의 강원도 전승은 초유의 결과로서 선거 과정에서의 예상을 넘어선 것이었다. 둘째, 강원도 유권자들의 역대 총선 투표율은 대체로 상위권이었고, 19대 총선에서의 투표율은 그 수준을 다소 밑도는 중상위권이었다. 셋째, 16대 총선 이후 19대 총선까지 강원도의 시·군별 투표율을 비교해 보면, 11개 군지역의 투표율이 언제나 시지역보다 높았다. 넷째, 19대 총선에서 강원도의 19세부터 40대까지의 유권자 비중은 18대 총선 때에 비해 구조적으로 감소했지만 젊은 유권자층의 투표참여율 증가로 인해 30대 중반 연령층까지의 투표자 비중은 작게나마 증가했다. 다섯째, 19대 총선에서 강원도 50대 이상 유권자층이 전체 유권자집단에서 차지하는 비중은 18대 총선 때보다 커졌고, 투표참여율의 증가 폭은 약간 늘어난 정도였지만 이들의 절대적인 투표율 수준은 여전히 다른 연령대에 비해 매우 높았다. 여섯째, 결국 19대 총선에서 강원도 젊은 유권자층의 투표 효과는 투표율의 증가에도 불구하고 인구구조 상의 비중 감소로 인해 반감되었고, 그에 반해 50대 이상 연령층의 경우에는 인구구조에서의 비중 증대와 다른 연령대보다 월등하게 높은 투표율로 인해 자신들의 보수적인 정치적 의사를 투표에서 그만큼 과대하게 반영할 수 있었다. 새누리당 후보들의 당선에 매우 유리한 구조적 환경을 제공한 것은 바로 강원도 인구구조의 급속한 고령화와 고령자층의 높은 투표율이었던 셈이다. 일곱째, 강원도에서의 새누리당 후보들의 당선에 크게 기여한 요인은 새누리당 박근혜 선거대책위원장의 지원유세였다. 여덟째, 새누리당의 압승을 가져온 중요한 요인 중의 하나는 새누리당의 선거전략이 유권자들의 지지와 동원을 이끌어내는데 주효했던 것과는 달리 민주통합당의 선거전략은 상대적으로 미숙했다는 점에 있다.

영어초록

The Saenuri Party won a complete victory in 9 electoral districts of the Gangwon-do in the 19th general election. This paper is aimed at shedding light on the results and causes of the election from various angles on focusing difference and change of composition and turnout according to age group of the electorate. In the process this study also tries to understand meanings of voting behavior of the inhabitants of the Gangwon-do which are implied in that analyses.
The major results in this study are as follows. First, it surpassed the expectations during an election campaign that the Saenuri Party won all in 9 election districts. This was also an unprecedented result. Second, turnout of the electorate in the Gangwon-do has mostly been in the upper rank in the history of the general election. But their turnout in the 19th general election was below average. Third, turnout in 11 guns was always higher than that in 7 cities since the 16th general election in the Gangwon-do. Fourth, The electorate between the age of nineteen and the 40s has structurally declined in importance in the 19the general election, compared to that in the 18th general election. But voters between the age of nineteen and the mid-thirties have slightly increased over the last 4 years because of the high turnout of young electorate. Fifth, the electorate over the age of 50 has been of great important in the 19th general election in population of electorate. Even though the increase of turnout in this age group was not so high in the light of the 18th general election, the absolute level of turnout was still very high among all ages. Sixth, putting these facts together, we'd say that effect of voting of young electorate in the Gangwon-do was muted in spite of increase of turnout because of the decrease of importance in demographic structure. Contrary to this, the electorate in the age of fifties over could reflect the politically conservative intention so highly in that election thanks to the increase of percentage in composition of population and quite a high turnout compared to all ages. It was both the rapid population aging in the Gangwon-do and high turnout of elderly population in the finally that the 19th general election was strongly in favor of the whole Saenuri candidate structurally. Seventh, it was contributing greatly to election of the Saenuri candidate that Park Geun-hye, the Saenuri chief campaigner went on the stump during the campaign. Eighth, while the electoral strategy of the Saenuri Party worked greatly in attracting support and mobilization of the electorate, that of Democratic United Party was relatively very immature. That was an important factor bringing about sweeping victory of the Saenuri Party in the campaign of the Gangwon-do.
