출산장려금의 출산율 제고 효과에 관한 연구: 인구이동 매개효과 분석을 통한 시･군･구 비교분석 (Exploring the Relationship between Childbirth Rates and Childbirth Allowances: A Comparative Analysis between Si, Gun, Gu Types of Local Governments)

초록

한국은 저출산 문제에 직면해 있다. 본 연구에서는 출산장려금이 출산율 제고에 직접 영향을 미치는지, 인구이동에 영향을 미쳐 출산율 제고로 이어지는지에 대해 분석하고자 한다. 연구단위는 전국 226개 시･군･구이며, 분석 자료는 통계청의 e-지방지표와 보건복지부의 임신육아종합포털사이트에서 수집하였다. 분석 결과, 우리나라의 저출산 문제는 농어촌 지역의 문제가 아니라, 도시지역의 문제였다. 전국을 하나의 단위로 설정하고 분석하면 출산장려금의 출산율 제고효과는 인구유입 효과보다 높게 나타났다. 그러나 매개효과는 나타나지 않았다. 시･군･구 세 유형을 개별적으로 보면 구 단위의 출산장려금 효과는 거의 없고, 인구유입이 합계출산에 영향을 미쳤다. 시 단위는 첫째에서 넷째 자녀의 출산장려금에 이르기까지 출산율 제고 효과가 나타났다. 그러나 매개효과는 나타나지 않았다. 시 단위에서는 출산장려금과 인구유입이 자녀출산에 영향을 미쳤지만 매개효과는 거의 없었다. 군 단위에서는 출산장려금이 인구 유입에도, 출산율 제고에도 영향을 미치지 않았다. 또한 매개효과도 군 단위에서 나타나지 않았다.

영어초록

Low birth rate has been a serious problem in Korea. This study explored whether the childbirth allowances paid by the local governments have directly influenced the increase in the birth rate, or have affected the influx of the population first and the increase in the birth rate later. The targets of this research was 226 local governments across Korea. Data was collected from the database managed under the section of e-regional indicators in the Statistics Korea and i-sarang under the Ministry of Health and Welfare. This study showed that the low birth rate was more serious in the urbanized local governments or Gu than “rural” local governments or Gun. The birth rates were more closely associated with the childbirth allowances than the influx of population when a set of multiple regressions was conducted with the data collected from all 226 local governments. However, the mediation effect of the influx between childbirth allowances and birth rates did not occur except for the fifth baby’s childbirth allowance. In the structural equation analysis with the data collected from 69 Gu types only, the childbirth rates were associated with the influx of population, but did mostly not show a significant relationship with the childbirth allowances. The childbirth rates, in the structural equation analysis with the data collected from 75 Si types only, were mostly associated with the childbirth allowances and the influx of population. However, the mediation effect rarely occurred. In the regression analysis with the data collected from 82 Gun types only, no association was shown between the childbirth rate and the childbirth allowance. A significant mediate effect of the influx of population did not occurred between the birth rate and the fifth baby’s allowance in the 69 Gu types.
