국고보조금 기준보조율의 적용 실태 분석: 서울시를 중심으로 (An Analysis of the Application Practice of the Standard Subsidy Rate of National Government Subsidy Program: Focused on the Seoul Metropolitan Government)

초록

본 연구는 국고보조금 기준보조율 결정기준에 관한 선행연구 검토를 토대로 실무에서 적용가능성이 높은 기준인 ‘국가-지자체 책임정도’와 ‘지자체 선택가능여부’를 중심으로 총 558개 서울시 국고보조사업을 6개 유형으로 구분한 후 기준보조율의 적용 실태를 분석하고자 하였다. 분석결과 지자체가 선택불가한 영역에서 국가책임, 공동책임, 지자체 책임 순으로 평균보조율이 높은 것으로 나타났으나, 지자체가 선택가능한 영역에서는 지자체책임, 공동책임, 국가책임 순으로 평균보조율이 높은 것으로 나타났다. 아울러 재정여건(재정력지수와 기준재정수요액이 통합재정지출에서 차지하는 비중)을 기준으로 서울과 지방간 차등적 기준보조율 적용 실태 및 적정성을 분석하였다. 분석결과, 서울과 지방간 차등적 기준보조율이 적용되고 있는 사업은 총 558개 중 126개였으며, 그로 인해 서울시가 추가적으로 부담하는 대응지방비가 1조 3920억원이었다. 또한 126개의 국고보조사업 중 68개의 사업이 법령이 아닌 정부부처의 지침에 의해 기준보조율이 차등 적용되고 있으며, 재정력지수와 기준재정수요액이 통합재정지출에서 차지하는 비중을 기준에서 볼 때 이러한 차등적 기준보조율의 적용이 타당성이 떨어지는 것으로 나타났다.

영어초록

Based on the review of precedent study on the determinant of the standard subsidy rate of the national government subsidy program, this study selected two criteria such as the ratio of the financial power index and the amount of the standard financial demand to the total fiscal expenditure. According to the two criteria, this study divided such program into 6 types. Then, this research analyzed the application practice of the standard subsidy rate of the program, and to examine the appropriateness of the differential standard subsidy rate between Seoul and the other provinces. As a result, the average standard subsidy rate was high in the order of national responsibility, collective responsibility, and local government responsibility in areas where the local government does not have discretionary power of whether the program implement or not. However, in areas where local governments does have such power, the average standard subsidy rate was high, in the order of local government responsibility, collective responsibility, and national responsibility. In addition, the analysis was conducted on the adequacy of the differential standard subsidy rate between Seoul and other provincial areas based on the above two criteria. The analysis showed that the 126 of 558 programs received differential application of the standard subsidy rate. After applying the differential subsidy rate, the additional burden of Seoul city reached 1,392 billion won. Of the 126 national government subsidy programs, 68 programs were not statutes, but national government standard subsidy rates are applied differently to the government guidelines. Also, this study found out that the differential standard subsidy rate between Seoul and other provinces was inadequate.
