초록

대한민국의 정치체계는 많은 격변과 시행착오를 겪어오며, 오늘날 5년 단임제의 대통령중심제가 자리매김했다고 볼 수 있다. 이 같은 제도 하에서 대통령에 대한 지지율은 현 정권에 대한 사회구성원들의 평가를 반영하고 중요한 정책적 지표 중 하나로 활용되고 있다. 경제투표이론에 의하면 유권자들의 선택행동이 우선적으로 경제와 관련된 평가가 준거기준으로 작용하고 있다. 최근 민주주의 체계가 더욱 공고해지고 경제 환경이 발전함에 따라 사회구성원들의 경제에 대한 인식변화와 국정운영자에 대한 기대 등은 국정운영능력에 대한 평가로 이어지고, 이는 지지율로 반영되고 있다. 일반적으로 사회구성원들은 경제상황에 민감하게 반응하며 경제에 관한 인식과 대통령이 경제에 미치는 행위를 연결함으로써 국정운영에 대한 만족과 기대효용의 부합수준을 표현하게 된다. 즉, 경제적 혜택은 민주주의 체계에서는 오랫동안 정치적 행위를 규정짓는 주된 동기로 인식되고 있다.
본 연구는 경제투표이론에 입각해 경제변수들이 대한민국 역대 대통령의 직무수행능력에 대한 국민적 판단지표인 지지율에 미치는 영향관계를 살펴보는데 목적이 있다. 연구 목적달성을 위한 분석기간은 제14대 대통령의 재임시절인 1993년 3월부터 2019년 5월까지를 대상기간으로 설정하였다. 경제변수는 실업률, 기준금리, 근원인플레이션율, 경제성장률과 KOSPI를 활용하였다. 또한 일부 독립변수가 종속변수에 영향을 미치는 기간이 상이할 수 있다는 점에 주목하여 동태적으로 분석을 실시하였다. 분석결과, 대통령 지지율에 기준금리와 근원인플레이션이 영향을 미치는 것으로 파악됐으며, 사회구성원들의 생활과 밀접한 경제지표로서 민감도가 상대적으로 높고 이에 대한 체감도가 국정운영인에 대한 평가로 이어진 것으로 볼 수 있다.
본 연구는 기존 연구들이 제시한 경제변수들을 이용해 보다 동태적인 관점에서 그 변화와 영향력을 규명하고자 시도했다는 점에서 의의가 있다. 다만, 역사적 사실이나 비경제적 변수 등을 고려하지 않은 점은 한계로 지적될 수 있을 것으로 보며, 향후 다각적인 요소들을 고려한 확장된 연구가 필요할 것이다.

영어초록

South Korea’s political system has undergone many drastic changes and trials and errors, and can be seen as a five-year single-president-centered position today. Under such a system, the president’s approval rating is utilized as one of the important policy indicators, reflecting the evaluation of the current social members. According to the economic voting theory, the voter’s choice behavior preferentially acts as an evaluation criterion related to the economy. Recently, as the democratic system has further strengthened and the economic environment has developed, changes in social perceptions of society and the expectations of government officials have led to an evaluation of the ability to administer national governments, and are reflected in their support rates. In general, members of society respond sensitively to the economic situation and connect the perceptions of the economy with the actions the president has on the economy to express the level of satisfaction of government administration and the expected utility. In short, economic interests have long been recognized as the main motivation for regulating political behavior in the democratic system.
This study is based on economic voting theory and examines the relationship between the influence of economic variables on the approval rate of past presidents of the Republic of Korea. The analysis period for the empirical analysis was set from March 1993 to May 2019. Economic variables were unemployment rate, base rate, underlying inflation rate, economic growth rate and KOSPI. We also performed a dynamic analysis focusing on the fact that some independent variables can have different periods of influence on the dependent variables. As a result of the analysis, it has been found that the approval rate of the president affects the reference interest rate and core inflation, and the sensitivity of social members as a close economic indicator is relatively high. It can be seen that it led to evaluation.
Finally, this study is significant in that it attempted to investigate its changes and influences from a more dynamic perspective, using the economic variables presented by existing studies. However, the fact that historical facts and non-economic variables are not taken into account can be pointed out as a limitation, and in the future, it is necessary to conduct an expanded study that takes into account various factors.
