정부지원 직업훈련 평가자의 평가역량 모델 개발 (An Development Study of a Competency Model for Assessors of government-supported Vocational Training)

초록

본 연구의 목적은 정부가 지원하는 직업훈련을 평가하는 평가자의 역량 및 행동지표를 규명한 역량 모델을 개발하여, 직업훈련 품질관리를 도모하고 평가자 관련 정책 수립에 기초자료가 되고자 한다. 이를 위하여 문헌 연구를 분석하고 개념정의 및 구성 영역을 확인하는 준비단계, 실무전문가의 인터뷰를 통한 역량모델 초안을 도출하는 구체화 단계, 17명의 평가전문가로부터 3차례의 델파이를 통해 역량 및 행동지표를 도출하고, 1차와 2차 델파이 조사 뒤에 실시한 전문가 협의회를 통해 내용 타당성을 확보하는 검증단계를 거쳤다. 그 결과 정부지원 직업훈련 평가자의 평가역량 13개와 50개의 행동지표가 확정되었다. 직업훈련 평가자에게는 공정과 신뢰, 책무성, 전문성 추구, 상호존중, 협업, 직업능력개발 정책 및 제도 이해, 훈련기관 및 훈련 사업에 대한 이해, 평가체계 및 방법 이해, 평가운영 관리, 문제해결, 평가자료 분석, 보고서 작성, 피드백 및 코칭 역량이 필요한 것으로 분석되었다. 평가자는 직업훈련 정책, 제도, 사업, 평가에 관한 지식을 함양하고 책임감과 공정성, 신뢰성을 기반으로 일련의 평가절차 및 기준에 따라 평가를 수행하는 자로서 필요한 역량을 두루 갖추어야 함을 시사한다. 본 연구의 결과를 토대로 평가자 본인의 현재 역량 수준을 확인하고, 부족한 역량과 행동지표를 파악함으로써 평가자의 경력에 따른 체계적인 교육을 수립할 수 있을 것이다. 더하여 직업훈련 평가자의 역량모델을 기반으로 평가자 선발 및 관리에 실질적인 기초자료로 활용될 것으로 기대한다.

영어초록

The purpose of this study was to review the capability and behavioral indicators required of the those who assess the vocational training subsidized by the government and thereby, develop a capability model. It is to promote quality management of vocational training and to use it as basic data for evaluator-related policy establishment. For this purpose, the researcher reviewed the relevant literature and thereupon, confirmed the definitions of the concepts and the component areas, and thereby, drafted a capability model through interviews with the expert working group. Then, the draft capability model would be subject to 3 rounds of 17 experts' Delphi review to induce the capability and behavioral indicators; the validity of the contents of the model was verified through the experts meeting after 1st and 2nd rounds of Delphi review. As a result, 13 vocational training assessors' capabilities and 50 behavioral indicatives could be confirmed. The capabilities required of the vocational training assessors were identified as follows; fairness and trust, responsibility, professionalism, mutual respect, cooperation, understanding of vocational capability development policies and systems, understanding of vocational training institutions and their training programs, understanding of the assessing system and methods, management of the assessment, problem-solving, analysis of the assessment data, report writing, feedback and coaching competence. The results of this study would well be used to confirm assessors' current level of capability and identify their poor competence and behavioral indicators to plan a systematic education program for them in consideration of their career lengths. This implies that evaluators should develop knowledge about vocational training policies, systems, projects, and evaluation, and have the necessary competencies as a person who conducts evaluation according to a series of evaluation procedures and standards based on responsibility, fairness and trust. Lastly, it is hoped that the results of this study would be used as some substantial basic data to the selection and management of the assessors based on their capability model.
