핵심역량은 교육의 오래된 질문에 대한 새로운 해답이 될 수 있는가? (Can core competency be the new answer to the old question in education?)

초록

본고는 지식과 학습을 둘러싸고 일어나는 급격한 변화는 ‘무엇을 배우고 가르칠 것인가’ 하는 오래된 질문에 대하여 교육에 새로운 관점과 접근이 필요하고 핵심역량 및 핵심역량교육이 하나의 대안적인 틀을 제안하고자 출범한 핵심역량교육학회창립을 기념하면서 핵심역량교육에 대한 현재의 논의들과 앞으로의 연구주제에 대한 논의를 제시하였다. 핵심역량은 어떤 환경과 변화에서건 사람이 사람답게 살아갈 수 있도록 하는 기본적인 태도, 자질, 능력을 의미하는 것으로 생애에 걸쳐 길러지고 또한 활용되는 것이라고 할 수 있다. 핵심역량에 대한 대표적인 접근으로서 일반시민의 생애역량으로서 핵심역량, 보편적인 직업인으로서의 핵심역량, 고성과자의 직무역량으로서 핵심역량 등의 관점들을 살펴보고 이들 접근에서 공통적으로 살펴볼 수 있는 핵심역량의 특성을 제시하였다. 출발하는 관심사나 초점이 되는 대상이나 핵심역량의 요소 등에 있어서 상이하나 이들 관점들은 공통적으로, 정형화되고 고착되어 있는 지식이 아니라 문제를 실제 해결할 수 있는 능력을 강조하고 공통적이고 기본적으로 요구되는 요소를 추출하고자 하고, 일의 세계와 교육영역과의 조응을 강조하고 있다. 핵심역량교육에 대한 논의와 아울러 한국에서 가장 활발하게 논의되고 있는 대학에서의 핵심역량의 의미와 대학생핵심역량진단도구인 K-CESA에 대하여 살펴보았다. 대학생핵심역량진단도구는 대학교육의 기능중의 하나가 핵심역량 증진에 있다고 보고 이를 어떻게 재고 교육과정에 환류시킬 것인가라는 목적에서 출발하였고, 2010년 개발된 이후 7년차에 접어든 현재 90개 대학 15여만 이상의 학생들을 진단하고 그 결과를 활용하고 있다. 대학생핵심역량진단도구를 활용하여 교육과정개선, 진단도구의 개발 등 교육의 다양한 영역에서 다양한 연구들을 통하여 진단도구가 핵심역량 및 핵심역량교육에 관한 연구를 촉진할 수 있음을 제시하였다. 핵심역량교육 연구를 발전시키기 위해서, 핵심역량에 대한 개념을 소환하게 된 환경의 변화와 교육의 본질에 대한 치열한 고민에 교육에 관련된 여러 집단들의 관심과 논의를 강화하여야 하고, 핵심역량의 기본개념, 구성요소, 핵심역량의 교육방법 및 진단도구에 대한 다양한 연구들이 필요함을 제안하였다.

영어초록

This study tried to discuss about core competency and core competency education as an alternative framework for education in the milieu of the rapid change. The concept of core competency has been started to discuss recently and it is hard to have consensus on the definition of it. However, the importance of it has been widely accepted. The core and basic competency composed of attitude, knowledge and skills are the most needed for people who have to live the environment where computer and artificial intelligence can perform many parts of the work and knowledge can produce and share with others so quickly and evenly. Specifically in Korea where education and schooling has been focusing on the function of screening of talented people, the key issues of education, such as, 'what students have to learn?'', 'Do students learn the valuable knowledge to empower them?' have been put aside, the concept of core competency becomes more important by letting people think about these issues.
'Core competency' has been studied from three perspective. One is to look at it as core life competency which people has to have for their life. Secondly, core competency has been approached as vocational basic competency, which is commonly needed for any workers at any workplace. Finally, it is discussed from competency of high performers at workplaces. While these approaches have been started with different interests, it is possible to find common elements to emphasize the capacity to perform tasks and solve challenges rather than knowledge, to find out common and basic elements as competency, to define competency as a comprehensive concept comprised of knowledge, skills, attitude, and the correspondence of learning and workplace.
Currently, core competency and core competency education have been studied more actively at higher education level than lower school levels. Core competency at higher education has been emphasized on the higher problem skills and are utilized for evaluating the performance of higher education institutions. In Korea, K-CESA(Korea Collegiate Essential Skills Assessment) was developed in 2010 and it has been widely used. More than 90 higher education institutions and 150,000 students were tested. Based on the results of K-CESA, some schools reformed the curriculum to develop core competences of students. It is possible to find out that the assessment tools for core competences can stimulate the research in the core competency and core competency education. For further development of research on core competency, it is imperative to expand the discussion by deep analysis on the concept of core competency, specifically, on the nature of 'core' competency and lifelong perspective. In addition, more studies on the education of core competency such as pedagogy, assessment, etc. are needed.
