Korea-EU Strategic Partnership in Navigating Uncharted Waters

초록

The Republic of Korea and the European Union held a summit in 2023 to mark the 60th anniversary of the establishment of diplomatic relations and have reached important agreements to take bilateral relations to the next level. As an Asian country that has signed a strategic partnership, a free trade agreement and a crisis management agreement, Korea has a special significance to Europe, and the institutional development of the bilateral relationship has been remarkable.
The current landscape in international situation is approaching a state of conflict in which the trend of US-led globalization since the post-Cold War era has receded, and a new Cold War or confrontation between democracy and autocracy is imminent. The ongoing war in Ukraine on the European continent poses a grave threat to European integration as a peace project, and in East Asia, the rise of China is intensifying strategic competition between the United States and China, and the risk of local conflict is ever-present. On the other hand, the countries of the Global South are weaponizing their resources such as key strategic minerals, thereby maintaining an attitude different from that of the Western world, which may induce to multipolar world making.
Against this backdrop, this paper examines how Korea and the European Union, as strategic partners, can manage the rocky transition from the perspective of bilateral relations. As a result of the analysis, the points of contact between the two were found in the European Union's Indo-Pacific Strategy and South Korea's National Security Strategy, and it offered a cautious prospect that navigating the turbulent waters together would bring mutually beneficial results. It is expected that this can be promoted through new emerging security and economic security cooperation rather than traditional security issues.
