왜 사회적 기업은 자율경영공시제도에서 이탈하는가?: 사회적 기업의 성과와 외부자원 의존도를 중심으로 (Why Social Enterprises Leave the Voluntary Management Disclosure System?)

초록

본 연구는 사회적 기업 자율경영공시제도 이탈의 영향 요인을 실증분석하는 것을 목적으로 한다. 우리나라의 특성상 정부주도로 사회적 기업 성장이 이루어졌고, 사회적 기업의 투명한 생태계 조성을 위해 정부는 2011년부터 자율경영공시제도를 도입하였다. 하지만 자율경영공시제도가 체계적으로 사회적 기업의 성과를 관리하고 안정적인 생태계를 조성하는데 기여하자는 취지에 맞게 작동하는지에 대한 관심은 부족하였다. 또한 경영공시제도에 참여하다가 중도에 이탈하는 기업이 상당수 존재하였다. 이에 2012년도부터 2018년도까지 자율경영공시제도에 참여한 877개 사회적 기업을 대상으로 자율경영공시제도 이탈의 영향 요인에 대한 패널회귀분석을 실시하였고 그 결과는 다음과 같다. 첫째, 자산규모가 작은 사회적 기업일수록 경영공시제도를 참여하다가 중도에 이탈할 가능성이 높은 것으로 나타났다. 둘째, 경제적 성과가 높은 사회적 기업일수록 경경공시제도를 이탈할 가능성이 높으며, 또한 사회적 성과 중 이윤의 사회적 목적 재투자가 높은 사회적 기업일수록 경영공시제도를 이탈할 가능성이 높다. 셋째, 인증기간이 5년 초과한 사회적 기업들은 자산규모가 작을수록 경영공시제도를 이탈할 가능성이 높다. 마지막으로 인증기간이 5년 이하인 사회적 기업과 5년이 초과한 기업은 모두 경제적 성과가 높을수록 경영공시제도를 이탈할 가능성이 높다. 이러한 분석결과를 바탕으로 사회적 기업의 성과를 보다 체계적으로 관리할 수 있는 자율경영공시제도 구축의 필요성이 강조되며, 경영공시제도 이탈을 통해 자산규모가 낮아 조직의 생존에 어려움을 겪는 불안정한 사회적 기업이 존재한다는 위험신호를 간접적으로 감지할 수 있기 때문에 이에 대해서는 적합한 지원 정책이 고안되어야 한다.

영어초록

The purpose of this study is to empirically analyze the factors that influence the escape of the social enterprise voluntary management disclosure system. In order to create a transparent ecosystem of social enterprises, the government introduced an voluntary management disclosure system in 2011. However, there was a lack of interest in whether the voluntary management disclosure system works in line with the purpose of systematically managing the performance of social enterprises and contributing to creating a stable ecosystem. In addition, there were many companies that escape from the management disclosure system. As a result, this study conducted panel logistic analysis to find impact factors of the escape from the voluntary management disclosure system, and the results are as follows. First, it has been shown that the smaller asset of social enterprises are, the more likely they will escape from the management disclosure system. Second, social enterprises with high economic performance are more likely to escape from the management disclosure system, and social enterprises with high social investment in profit are more likely to escape from the management disclosure system. Third, social enterprises with more than five years of certification are more likely to escape from the management disclosure system as their assets are smaller. Finally, both social enterprises with a certification period of less than five years and those with more than five years are more likely to escape from the management disclosure system as their economic performance are high. Based on these results, the need to establish an voluntary management disclosure system to manage the performance of social enterprises in a more systematic manner is emphasized, and the escape of the management disclosure system indirectly detects the risk signal that unstable social enterprises have difficulty surviving. This suggests that a suitable support policy is needed.
