읍면동은 왜 식민지화 되었나? (Why were towns and villages colonized?)

초록

주민자치의 지역적 기반은 행정구역으로서의 읍면동을 중심으로 하고 있다. 이 논문은 현재 우리나라 주민자치정책의 추진 과정에서 읍면동은 어떤 역할을 하고 있는지, 또한 읍면동이 주민자치의 토대 역할을 잘 수행하고 있는지 검토하고 그 대안을 제시하는 데 목적이 있다.
읍면동 민주화의 정치학적 측면에서의 논리는 직접 민주주의와 참여 민주주의가 중심이 된다. 직접 민주주의는 주민의 적극적 참여를 통하여 실현된다. 대의 민주주의의 한계가 지적된 후 제시된 대표적 대안이 협치 모델과 참여민주주의 혹은 심의 민주주의라 할 수 있다. 읍면동 차원의 참여 민주주의는 마을민주주의 형태로 나타난다. 마을 민주주의는 주민 자신이 느끼는 생활 속의 아쉬움과 보육, 교육, 노후, 안전, 안심 먹거리 등과 같은 절실한 필요들을 이웃과 함께 민주적 방식으로 해결해 나가는 과정을 말한다.
사회학적 측면에서 읍면동 민주주의의 논리적 근거는 사회적 가치에서 찾을 수 있다. 산업화 시대를 맞이하여 전통적 공동체 가치를 회복하고 인권과 사회적 약자에 대한 배려와 같은 사회적 가치를 구현하는 수단으로서 읍면동 민주화의 의미가 부각될 수 있을 것이다.
지금까지는 읍면동과 통리의 입법이나 행정은 국가가 관할하였다. 이 논문은 현재 하부행정기관의 지위에 있는 읍면동을 자치기관으로 전환하는 것이 읍면동 민주화의 출발점이라고 본다. 읍면동의 민주화는 행정복지센터와 주민자치회로 나누고, 읍면동장은 행정복지센터장으로서의 역할만을 수행할 것을 제안한다. 읍면동회는 통리회, 반회 등 주민의 자치조직으로 구성되어야 한다. 주민들에게 주민자치회를 만들고 운영할 수 있는 권리를 부여해 주고, 주민들이 자치를 실천할 수 있는 권리능력과 행위능력을 자치회에 부여해주면 읍면동 자치가 활성화될 것이라는 점을 주장한다.

영어초록

The regional basis for resident autonomy is centered on Eup, Myeon and Dong as administrative districts. The purpose of this thesis is to review the role of eup, myeon and dong in the process of promoting resident autonomy policy in Korea, and to suggest alternatives by examining whether eup, myeon and dong are performing well as the foundation for grassroot autonomy.
Direct democracy and participatory democracy are central to the political logic of the democratization of eup, myeon, and dong. Direct democracy is realized through active participation of residents. After the limitations of representative democracy were pointed out, the representative alternatives suggested are the cooperative governance model and participatory democracy or deliberative democracy. Participatory democracy at the level of eup, myeon and dong appears in the form of village democracy. Village democracy refers to the process of resolving the regrets of the residents themselves and the pressing needs such as childcare, education, old age, safety, and safe food, together with their neighbors, in a democratic way.
From a sociological point of view, the logical basis for democracy in Eup, Myeon, Dong can be found in social values. In the face of industrialization, the meaning of democratization of eup, myeon and dong can be highlighted as a means of restoring traditional community values ​​and realizing social values ​​such as human rights and consideration for the socially disadvantaged.
Until now, legislation and administration of Eup, Myeon, Dong and Tong-ri were under the jurisdiction of the state. This thesis considers that the conversion of eup, myeon, dong, which is currently in the status of a lower administrative agency, into an autonomous institution is the starting point for democratizing eup, myeon and dong. It is proposed that the democratization of eup, myeon and dong is divided into administrative welfare centers and residents' associations, and that the heads of towns and villages only play the role of the head of the administrative welfare center. Eup, Myeon, Dong council should be composed of local self-governing organizations such as Tongri council and Ban council. It argues that self-government of eup, myeon and dong will be activated if we give residents the right to create and operate a residents' council and give the residents the right and ability to practice self-government and the ability to act.
