기억에서 기념비로, 운동에서 역사로: 옛 전남도청 복원 과정에서 드러나는5･18의 물신화와 성화(聖化)에 대하여 (From Memory to Monument, from Movement to History: How the Restoration of Old ‘Jeollanam-do Province Hall’ Does Reveal a Fetishism and Sanctification of the Gwangju Uprising?)

초록

이 글은 옛 전남도청 복원 논의 및 사업이 가지고 있는 사회문화적 의미를 탐색하고자 한다. ‘옛전남도청복원범시도민대책위’(대책위)는 옛 전남도청을 포함한 6개 건물의 ‘80년 항쟁 당시로의 복원’을 요구하고 있다. 광주광역시, 광주시의회, 광주시교육청을 비롯한 광주지역의 시민사회단체들이 참여하고 있는 대책위의 장기간 농성(2016년 9월 7일부터 현재)과 복원에 대한 주장에도 불구하고 ‘옛 전남도청 보존과 복원’은 전국적인 이슈가 되지 못하고 지역사회에서도 거의 중요한 사안으로 다루어지지 않고 있다. 왜 ‘옛 전남도청 복원’에 대하여 시민들과 전문가들은 침묵하는 것일까? 그리고 정부와 시의 협조 약속에도 농성은 왜 계속되고 있는가? 이 글은 이러한 의문을 보존과 복원 주장의 의미, 제기되는 쟁점(역사적 현장vs문화유산, 사실적 재현vs예술로 승화)을 통해 살펴보고자 한다. 현재의 복원 논의는 10여전 전의 옛 전남도청 별관의 철거와 보존을 둘러싼 갈등의 재연이기도 하다. 이 논문은 대책위가 주장하는 ‘80년 항쟁 당시로의 복원’이라는 요구를 10여전 전의 갈등과 연결시키고, 대책위가 제시하는 쟁점들을 관련 자료들과 공식적으로 제기되지 못한 다양한 의견들을 통해 복원 논의를 분석하고자 한다. 이러한 복원 논의를 둘러싼 침묵의 원인 중 하나는 보존과 복원 논의와 사업의 구조, 다른 하나는 5･18의 성역화, 기억에서 기념비로의 전환에 있다. 현재의 복원 논의와 실천들은 시민들과 다음세대의 참여를 어렵게 하고 있으며, 5･18의 성역화, 기억의 공식화와 제도화는 5･18의 비경험자로의 전승 및 전국화와 세계화의 걸림돌이 될 수 있다. 옛 전남도청 복원 논의는 5･18기억의 현재화와 접촉과 소통을 통한 세속화를 통해 다수의 시민과 다음세대에게 열릴 필요가 있다.

영어초록

This article aims to explore the social and cultural meanings of the Restoration of Old ‘Jeollanam-do Province Hall’ and its projects. The citizens' restoration committee is demanding the restoration of six buildings including Old ‘Jeollanam-do Province Hall’ at the time of the May Uprising in 1980. Despite the prolonged protests(as of September 7, 2016) by The citizens' restoration committee and the claim to restoration, the preservation and restoration of Old ‘Jeollanam-do Province Hall has not been a national issue and has not been treated as an important issue in the community. Why are citizens and experts silent about restoring Old ‘Jeollanam-do Province Hall’? And why is the committee’s protest through occupation still in the promise of cooperation between the government and the city? This article examines these questions through the implications of conservation and restoration claims, and the issues(historical sites vs. cultural properties, realistic representation vs. sublimation of arts) raised by the committee. The current restoration discussion is also a reoccurrence of the dispute over the demolition and preservation of Old ‘Jeollanam-do Province Hall’ before 10 years ago. In this paper, we link the demand for the ‘restoration at the time of the May Uprising in 1980’ to the conflicts of the previous decades, and discuss the restoration issues through various opinions that are not formally raised. One of the causes of the silence surrounding this restoration is the structure of conservation and restoration discussions and business, the other is sanctification of the Gwangju Uprising, and the transition from memory to monument. Current restoration discussions and practices are making it difficult for citizens and the next generation to participate. The sanctification of the Gwangju Uprising, the formalization and institutionalization of memories can be a stumbling block to national expansion and internationalization of the Gwangju Uprising. The discussion on restoration of Old ‘Jeollanam-do Province Hall’ needs to be held by a large number of citizens and next generations through the currentization of Gwanju Uprising’s memory and secularization through inter-contact and communication.
