초록

There is rising concern in Japan, just as in Korea, that the function of a collective system of determining working conditions has weakened, especially among enterprise unions that are focused on the interests of regular employees. It has been observed that the existing system cannot effectively represent the interests of non-regular workers, especially those in indirect employment, due to externalization of employment. Against the backdrop of the labor market that is becoming both heterogenized and segmented, this paper aims to examine the practical aspects with regard to establishing a new order among entities other than the existing actors of the industrial relations system. It is with that perspective that we analyze the role and the outcome of Japan Production Skill Labor Association (JSLA), as an industrial group, in regulating the practical arrangements of in-house subcontracting that affect the “quality of labor” for the workers of in-house subcontractors. Chapter 2 examines how in-house subcontracting has increased in Japan's manufacturing sector and what functions it performs. Chapter 3 explains the background as to how the Japanese government came to pursue the policy of “rationalizing” the practice of in-house subcontracting for the manufacturing industry. Chapter 4 focuses on how the “rationalization” policy has been implemented with the involvement of JSLA. Lastly, chapter 5 discusses the implications of Japan’s experience for Korea.
