실증사례연구: 국가연구개발사업 성과의 주관기관 유형별 비교 (An Empirical Case Study: Performance Comparisons of a National R&D Program by Research Institution Types)

초록

본 연구는 대한민국 정부의 대표적인 기술혁신형 국가연구개발사업 중 하나인 “지식경제기술혁신사업”성과의 주관기관 유형별 비교를 실시한다. 분석 대상 주관기관 유형은 대학, 국공립연구소, 대기업, 중소기업, 네 가지이며, 타 기관 유형 간 R&D 협력 여부 또한 분석에 포함된다. “국가R&D사업관리서비스”에 등록‧관리되는 여섯 가지 핵심 R&D 성과 중 논문, 특허, 매출액, 신규고용, 네 가지 성과가 분석 대상이다.
일반적인 R&D 논리모형에 기초하여 본 논문의 연구모형이 수립되며, 분석 샘플 n= 2,193개 R&D 과제를 대상으로 자료 특성을 고려한 로짓 (Logit) 회귀분석을 실시한다. 주요 실증분석 결과를 요약하면, 대표적인 기술적 산출 성과인 논문, 특허 창출은 대학, 국공립연구소, 두 개 주관기관이 우수한 반면, 경제적 결과 성과인 매출액 및 사회‧경제적 파급효과 성과인 신규고용 창출은 대기업, 중소기업, 두 개 주관기관에서우수한 점이 통계적 유의성을 갖고 실제로 확인된다. 타 기관 유형 간 R&D 협력 또한 위 네 가지 성과 모두 창출 성공 확률을 제고시킨 것으로 검증되었다. 본 연구를 통해 제안되는 정책적 함의로서, 주관기관유형별 성과 창출 차이를 반영한 차별화된 성과평가 체계 도입의 필요성을 강조한다. 또한, 타 기관 유형간 R&D 협력 활성화를 통한 성과 창출 촉진이 더욱 요구된다.

영어초록

This study presents an empirical case analysis regarding the performance comparisons of anational technology innovation research and development (R&D) program according to researchinstitution types. Four types of research institution are analyzed in the present study such asUniversity, National Research Laboratory, Large Company and Small and Medium-SizedEnterprise (SME). Additionally, R&D collaboration between other types of institution is includedin this analysis framework. Among the six major national R&D program performance indicestraced within the National R&D Program Management Service (NTIS) of the Korean government,four performance indices are scrutinized in the comparisons such as Publications, Patents, Salesand New Employment. A research model is established based on typical R&D logic models, andthe sample of n = 2,193 observations (i.e., R&D projects) is analyzed using Logit regressionmodels to cope with the sample’s nonparametric characteristics. This study’s major findings areas follows. First, University and National Research Laboratory, these two institution types aresuperior to the others associated with higher performance creation probability for the twotechnical outputs such as Publications and Patents. On the other hand, Large Company and SME,these two institution types are better than the others, which achieve higher performance creationprobability not only for the economic outcome, Sales but also for the socio-economic impact,New Employment. Second, it is verified that R&D collaboration between other types of institutioncan induce a larger performance creation probability for all four performance indices. Hence, as apractical implication, the need for a new performance evaluation system should be emphasizedthat can properly reflect the performance differences between research institution types. Inaddition, R&D collaboration between other types of institution should be more activated in orderfor promoting the performance creation.
