IPA 분석을 통한 전문건설업 안전보건경영시스템 실효성 제고 방안 (A Study on the Improvement of Effectiveness of Safety and Health Management System in Specialized Construction Industry through IPA Analysis)

초록

재해 발생률이 높은 전문건설업 현장에 안전 지속 가능성을 유지하기 위하여 국내 대형 종합건설회사 위주로 시행되고 있던 건설업 안전보건경영시스템이 건설현장의 실질적인 시공 주체인 전문건설 업체로 보급되고 있으며 전문건설업 안전보건경영시스템 실효성 제고를 위한 노력을 기울이고 있다. 그러나 인력 의존과 공종 간의 간섭, 한시적, 고용 불안정 등 불완전한 작업환경 및 조건으로 전문건설 업체의 전문건설업 안전보건경영시스템은 실효성 제고로 이어지는 선순환 체계로의 구축 및 운영이 쉽지 않은 실정이다.
본 연구에서는 전문건설 업체의 전문건설업 안전보건경영시스템 실효성 제고를 위한 방안으로 전문건설업 안전보건경영시스템 인증을 구축하고 운영 경험이 있는 전문건설 업체를 대상으로 실태조사 · 분석을 통하여 주요 영향 요인들을 도출하였으며, 전문건설업 안전보건경영시스템 실효성 제고에 영향을 미치는 구성요소들을 T-Test 검정을 통한 IPA 기법으로 분석을 실시하여 그 분석 결과를 얻을 수 있었다.
연구의 결과로는 전문건설업 안전보건경영시스템 구성요소 중 저 순위 20개 구성요소에 대하여 점진적 개선이 요구되며, 집중 1개 구성요소는 시급한 개선이 필요한 것으로 연구되었다. 또한 실효성 제고를 위한 주요 영향 요인으로 ‘시스템 운영주체인 팀·반장 근로자에 대한 교육 및 훈련’, ‘시스템 운영 활동 시 필수요소인 위험요소와 아차사고 DB화 및 공유’, ‘전문건설 업체의 규모 및 매출액, 경영 환경, 업종의 종류, 지역 등이 반영된 계층화 및 세분화로 전문건설 업체 특성에 따르는 운용기준과 심사기준의 적용’, ‘양방향 소통이 가능한 통일된 모니터링 기법으로의 전환’이 도출되었으며, 개선방안이 필요한 것으로 연구되었다.
본 연구를 통한 전문건설업 안전보건경영시스템의 문제점 및 개선방안을 활용하여 장 · 단기적으로 전문건설 업체의 재해 감소, 재해보상액 감소, 사고처리 직 · 간접비용의 감소, 생산성 및 안전수준 향상으로 이어질 것으로 기대된다.

영어초록

A safety and health management system for construction business used to be implemented mainly by large-scale domestic engineering and construction companies to maintain sustainable safety at construction sites with high accident rates. This system has been recently operated by specialized construction companies in charge of actual on-site construction in order to enhance the operability of the safety and health management system in the specialized construction industry. However, it is difficult for specialized construction companies to establish and operate the safety and health management system that leads to a virtuous cycle for improved operability due to conditions that cause instability in the working environment, such as dependence on human resources, interference in different construction tasks, and job insecurity in temporary work.
In this study, key factors affecting the safety and health management system in the specialized construction industry were identified to improve operability by conducting a survey and research, and then the results were examined by performing importance and performance analysis(IPA) supplemented with a t-test.
As a result, it was found that 20 low-ranking system components required gradual improvement, while one of the key components needed urgent improvement, In addition, key factors for enhancing operability of the system were identified as 1) providing education and training to team leaders and supervisors in charge of system operation, 2) establishing and sharing database on risk factors and near-miss accidents as required elements for system operation. 3) applying company-specific standards for operation and review reflecting the size and sales, management environment, business type, and location of each specialized construction company, and 4) shifting to a unified monitoring method for two-way communication. Moreover, it was found that it is necessary to apply improvement methods to the safety and health management system.
This study will help specialized construction companies by reducing compensation and the number of accidents, saving direct and indirect costs for handling accidents, and improving productivity and safety level in the short and long terms by resolving issues, and providing improvement measures for the safety and health management system in the specialized construction industry.
