환태평양경제동반자협정과 일본의 전략 (Trans-Pacific Partnership(TPP) and the Strategy of Japan)

초록

본 논문의 연구목적은 미국이 아태 지역의 새로운 통상질서인 TPP에 대한 일본의 대응전략을 분석하는 것이다. 일본은 미국의 아시아 정치 · 안보전략인 아시아회귀정책(Pivotto Asia, 또는 Rebalance)을 미일동맹을 근거로 지원하면서 국내외 부정적인 여론을 무시하고 집단적 자위권에 대한 미국의 지지를 확보했다. 일본은 TPP를 미국 주도의 경제적인 중국 봉쇄정책 일환으로 인식해 사실상 무임승차했다고 볼 수 있다. 일본의 단기적 목표는 집단자위권 합리화를 통한 정상국가 확립이고 장기적 목표는 역내 시장 확대와 활성화를 통한 아베노믹스 연착륙을 위한 양면전략이라 할 수 있다.
TPP는 고도로 포괄적인 21세기형의 자유무역협정(FTA)을 목표로 하고 있기 때문에일본 기업의 국제생산네트워크 구축에 아주 중요하다. 일본 많은 기업들이 이미 아태지역에 진출해서 공급망 효율화를 진행시키고 있지만 광범위한 이 지역을 포괄하는 TPP를 이용할 수 있다면 강화된 전략산업 전개가 가능할 것이다. 일본 경제 회복을 목표로 하는 아베 신조(安倍晉三)의 아베노믹스 성장전략은 TPP 교섭 성패에 달려있다고 할 수 있다.

영어초록

This paper examines the strategy of Japan in the Trans-Pacific Partnership(TPP）multilateral free trade agreement, which has aroused much public discussion inJapan, and clarifies the role that Japan should play in the Asia-Pacific region. Therole and shape of international trade agreements is changing. No longer simpledevices for easing the movement of goods across borders, it is becoming both aninstrument of integrated economic regulation at the supra national level and a toolof international relations within the emerging global economic order. The recentlyexpanded scope of negotiations over the Trans Pacific Partnership (TPP) serves asa case in point, one that focuses both on the trilateral relations between Japan, theUnited States and China, and on the form of competition for control of thelanguage of supra national economic regulation.
For Japan TPP may represent containment within complex networks of multilateral arrangements that protects its sizeable investment in China, at leasttemporarily, and permit it to leverage its power to influence global trade rules. Forthe U.S. TPP presents an opportunity to leverage power as well, by creating analternative to WTO for moving trade talks forward in ways that serve U.S.
governance interests in a more comprehensive way. For China, TPP represents anadditional layer of containment, meant to constrain its economic power and to limitthe value of its form of state capitalism. TPP represents the next wave ofplurilateral comprehensive agreement that will shape the framework of globaleconomic governance.
It also suggests the growing importance of international agreements as thespace within which the structures of economic regulation will be determined, to thedetriment of state power. Within these structures TPP also reaffirms that Japanstands uncomfortably close to the fissure that separates U.S. from Chinese interests,and must continue to rely on the internationalization of rulemaking to protect itsinterests. An independent path for Japan is unlikely to be an option worthconsidering.
