‘지역신문 지원 조례(안)’ 비교분석을 통한 현실적 쟁점 고찰 (A Comparative study of the Ordinance on Supporting Local Newspapers)

초록

2004년 <지역신문발전지원특별법>이 제정되어 지역신문에 대한 지원을 공적지원 차원에서 진행하고 있다. 지역신문에 대한 공적지원은 지역의 여론다양성 확보를 국가가 적극적으로 지역신문을 진흥시키겠다는 의지의 산물이다. 중앙정부의 지역신문 지원정책에 힘입어 각 지역자치단체에서도 지역신문 지원 조례 제정을 통해 지역신문의 경쟁력 강화를 도모하고 있다. 2010년 경상남도에서 최초로 지역신문 지원 조례가 제정된 이후 부산, 충남 등 광역자치단체와 서울 동작구, 경기도 의정부시 등 기초자치단체에서 조례가 제정되었다. 더불어 경기도, 충청북도, 전라남도, 전라북도, 광주광역시 등에서도 지역신문조례 제정을 위한 움직임이 활발하다. 조례가 제정되었거나 현재 논의 중인 지자체에서 공통적으로 확인되는 사항은 조례를 통해 지역신문의 지원이 필요하다는 것에는 모두 공감한다는 것이다. 하지만 지원 조례에 대한 이견들로 인해 일부 지자체의 조례 제정이 난항을 겪고 있는 상황이다. 이에. 본 연구에서는 각 지자체에서 제정되어 운용되고 있거나 아직 논의 중인 조례안 검토를 통해 지역신문 지원 조례의 현실적 쟁점을 검토하고 개선방안을 모색해 보았다. 검토 결과 첫째, 지원대상의 범위의 문제로 인터넷신문의 포함 여부, 둘째, 지원 자격의 조건으로 지원기준의 절대 요건과 우선요건의 문제, 셋째, 상위법인 <지역신문발전지원특별법>과의 차별성, 넷째, 지원 조례에 따른 재원의 형성, 다섯째, 지원조례 운용을 위한 위원회의 구성 등의 문제가 쟁점으로 부각되고 있었다. 이에 본 연구에서는 조례 제정의 방향성과 관련해 선택과 집중의 원칙이 유지되어야 한다는 것, 지방자치단체의 홍보예산 문제가 지역신문 지원과 연동되어 지역신문 난립의 원인을 제거해야 한다는 것, 지역별 지역신문발전위원회의 독립성과 공정성이 확보되어야 한다는 것을 강조하고 있다. 아울러, 쟁점을 해결하기 위한 현실적 대안으로는 첫째, 지역신문 지원과 관련 연차별 지원 대상을 구분하여 진행, 둘째, 개별 신문사별 지원 방식 대신 기획취재 사업, 소외계층교육 사업 등과 같이 사업별 공모제 실시, 지역사회 공헌을 고용인원, 세금, 4대보험 지급 등 지역의 고용 안정과 기여 면에서 가중치를 크게 두는 방안을 고려하는 방안 등을 제시하고 있다.

영어초록

Support for local newspaper has been carried out in a public support level, after the special law of supporting local newspaper development in 2004.
The public support for the local newspaper is the product of the government's will to improve the local newspaper by acquiring the opinion diversitiy in local community.
Along with the central government's supporting policy for the local newspaper, regional governments also try to strengthen the competitiveness of the local newspaper by establishing the local newspaper supporting ordinance.
After the first local newspaper ordinance was enacted in Gyeongsan Province in 2010, the same ordinance was established in municipal corporations like Busan, Chungnam and local governments like Seoul Dongjak gu, Gyeonggi Province Ujjeongbu.
Also, the movement for enacting the local newspaper ordinance is very active in Gyeonggido, Chungcheongbukdo, Jeonlado, and Gwangju city. The common thing that is confirmed both in local communities in which the ordinance was established or is being under discussion is the acknowledgement that the support for the local newspaper is needed through the ordinance.
However, due to the discordance in opinions about the supporting ordinance, the process of enacting the ordinance is undergoing the difficulties in some regional communities.
Therefore, this paper reconsiders the realistic issue in the local newspaper supporting ordinance and finds the better solution by analyzing the ordinance which is either being actually performed or being under debates.
After thorough analysis, five issues are recognized; first, whether internet newspaper is included in terms of coverage of supporting, second, absolute condition and priority condition in terms of the qualification of applying, third, the difference from the special law of supporting the local newspaper's development which is in a higher rank, fourth, securing finances after the enactment of the ordinance, fifth, establishing the committee for operating the ordinance.
So this study emphasizes that select and concentration principal should be maintained in terms of the direction of the ordinance, that publicity budget of the regional communities should be connected with the support for the local newspaper in order to remove the cause of excessive establishment of local newspapers, and that independence and fairness of the local newspaper development committee should be secured.
In order to solve the issues, the solutions with realistic base are first, to carry out the ordinance by dividing the subjects for the annual support of the local newspaper, second, to put more importance in employment security and contribution in local community such as tax, four major insurance, employment rate by having contests for individual businesses like covering a in-depth case or a special feature, and educating underprivileged class.
