실시간 소득파악체계 도입 관련 국민연금의 쟁점 및 과제 (Issues and Challenges of the National Pension related to the Introduction of a Real-Time Income Verification System)

초록

본 연구는 국민연금의 실시간 소득파악체계 구축 관련 쟁점 및 과제들을 체계적이고 심도 있게 분석하는데 목적이 있다. 주요 연구결과 및 과제는 다음과 같다. 첫째, 실시간 소득파악체계의 핵심은 임금근로자에 대한 사회보험료를 월소득으로 적용하고, 사용자에게 자진신고⋅납부 방식을적용(조세와 사회보험 동시 신고)하는 것이다. 우리나라는 아직까지 고용보험 확대가 실시간 소득파악체계와 완전히 연계되어 작동하고 있지 않으며, 소득세와 보험료의 동시 징수를 위해서는 조세-사회보험 행정 간 부과-징수 기준의 정합성 제고 및 관계 기관 간 긴밀한 협력 체계 구축이 필요하다. 둘째, 소득기반 국민연금 체계로의 전환을 위해서는 국민연금 운영체계 전반의 변화가 필요하며, 장기적인 시각에서 실시간 소득파악체계의 구축과 국민연금 운영체계 개편에 대한 심도 깊은 논의와 연구가 필요하다. 셋째, 국민연금에 실시간 소득파악체계가 구축될 경우 일정 수준의 사각지대 완화 효과를 기대할 수 있으나, 사각지대의 완전한 해소는 어려울 것으로 판단된다. 넷째, 현행 실시간 소득파악체계에서도 소득 발생과 과세자료 입수 사이의 시차 문제가 여전히 발생하며, 국민연금에 적시 가입이 어려운 상황은 계속될 것으로 예상된다. 다섯째, 현재 구축된 실시간 소득파악체계에서는 모든 임금근로자의 소득정보가 실시간으로 관리되지 않고 있다.
따라서 국민연금에 실시간 소득파악체계를 적용하기 위해서는 소득파악의 시점(전년도 소득 또는월별 실보수)과 대상을 개선할 필요가 있다. 여섯째, 국민연금의 사업장조사 강화, 부적절 소득신고에 대한 연체료 부과와 같이 사용자와 자영업자 등이 소득발생 시점에 신고하도록 유인하는 방안에 대한 검토가 필요하다.

영어초록

This study aims to systematically and in-depth analyze the issues and tasks related to establishing a Real-Time Income Verification (RTIV) system for National Pension Scheme (NPS). The main results and tasks are as follows. First, the core of the RTIV system is to apply social insurance contributions for wage earners as monthly income and apply the voluntary reporting and payment method to employers (simultaneous reporting of taxes and social insurance). In Korea, the expansion of Employment Insurance has not yet been fully linked to the RTIV system. In order to collect income tax and insurance contributions simultaneously, it is necessary to improve the consistency of the imposition and collection standards between tax and social insurance administration and establish a close cooperation between related organizations. Second, in order to transition to an income-based NPS, changes to the overall National Pension operating system are necessary, and in-depth discussion and research on establishing a RTIV system and reforming the National Pension operating system from a long-term perspective are necessary. Third, if a RTIV system is established in the NPS, a certain level of coverage gap reduction can be expected, but it seems that it will be difficult to completely eliminate the gap. Fourth, even in the current RTIV system, the problem of time difference between income generation and taxation data acquisition still occurs, and the difficult situation of timely subscription to the NPS is expected to continue. Fifth, the currently established RTIV system does not manage the income information of all wage earners in real time. Therefore, in order to apply a RTIV system to the NPS, it is necessary to improve the timing (previous year’s income or monthly actual compensation) and target of income determination. Sixth, it is necessary to review measures to encourage employers and self-employed people to report income at the time of generation, such as strengthening the National Pension Service’s workplace inspection and imposing late fees for inappropriate income reporting.
