서울역 회군 연구: 신군부의 심리전과 학생운동의 대응 (A Study on the Retreat from Seoul Station: Psychological Warfare of the New Military Power and Response of the Student Movement)

이 논문은 1980년 서울의 봄 상황을 학생운동가들의 구술과 저술, 계엄사령부 상황일지 등을 통해 분석적으로 재구성했다. 20만 명이 모였던 5.15 서울역 집회에서 2번의 회군 선언이 있었고, 이수성 학생처장의 역할이 컸다는 점을 지적했다. 서울대 학생회가 80년 봄에 대중에게 지도력을 잃어버리는 과정을 밝혔다. 서울대 학생회와 학생운동 지도부는 준비론의 영향을 받았고, 대중운동의 경험과 희생정신이 부족해 스스로 군부와 싸울 기회를 잃어버렸다. 신군부는 ‘북한의 남침과 공수부대 출동’ 유언비어와 언론의 일방적 보도와 통제, 편의대와 망원을 활용한 심리전을 전개했고, 야당과 재야인사에게 역정보도 흘렸다. 서울대 학생회와 학생운동 지도부는 공포 속에서 회군 결정을 했다. 서울역 회군은 마이크로버스 속에서 서울대 학생회가 일방적으로 다른 대학 학생회장들에게 주장했다는 점을 드러냈다. 민주화의 길 10호(1984)에서 서울대 학생운동 지도부는 서울역 회군의 전술적 오류를 인정했지만, 지금은 의견이 갈린다. 서울역 회군은 군부에게 5.18 이후 유일한 저항세력인 광주에 대한 폭력 진압의 당위성과 자신감을 강화시켰고, 20사단과 3개 공수특전여단의 집중을 가능하게 했다. 저자는 심리전 개념을 사용하여 40년 이상 외면당한 서울역 회군의 진실을 밝혔다.

영어초록

This paper analytically reconstructs the situation in the spring of 1980 in Seoul through the oral statements and writings of student activists and the situation log of the martial law command. It was pointed out that there were two declarations of withdrawal at the 5.15 Seoul Station rally where 200,000 people gathered, and that the role of student dean Soo-seong Lee was significant. The Seoul National University student council revealed the process of losing leadership to the public in the spring of 1980. The Seoul National University student council and student movement leadership were influenced by the theory of preparation, and lost the opportunity to fight the military on their own due to lack of experience and sacrifice spirit in the mass movement. The new military power carried out groundless rumors of ‘North Korea’s invasion of the South and the dispatch of airborne troops,‘ unilateral reporting and control of the media, and psychological warfare using special task force and secreat agents, and leaked disinformation to opposition parties and opposition figures. The Seoul National University student council made the decision to withdraw in fear. The Retreat from Seoul Station revealed that the Seoul National University student council unilaterally argued against the student council presidents of other universities in the microbus. In Road to Democracy No. 10 (1984), the leadership of the student movement at Seoul National University acknowledged the tactical error of Retreat from Seoul Station, but opinions are now divided. Retreat from Seoul station strengthened the military's confidence and justification for suppressing violence against Gwangju, the only resistance force after the 5.18, and made it possible to concentrate the 20th division and 3 special airborne brigades. The author uses the concept of psychological warfare to reveal the truth of the retreat from Seoul Station, which has been neglected for more than 40 years.
