가덕도 신공항 결정의 정책적 함의와 발전 과제 (Policy Implications of the Gadeokdo New Airport Decision and Airport Development Tasks)

초록

본 연구에서는 김해신공항의 폐기와 가덕도 신공항 추진이 지니는 정책적 함의를 살펴보고, 가덕도 신공항 특별법 결정과정의 쟁점과 신공항이 부울경의 지역경제와 행정체제에 미치게 될 영향을검토하는 한편 신공항의 향후 발전 과제를 제시하고자 한다. 이러한 과정에서 가덕도 신공항이 추진된 경위와 역대 정부에서 추진했던 동남권 신공항 정책의 전개 과정도 살펴본다. 가덕도 신공항재추진을 정책변동이라는 관점에서 접근을 시도하며, 김해신공항정책의 폐기 요인을 파악하기 위해서는 선행연구와 관련 보고서, 법규, 언론기사를 주요 분석대상으로 삼는다. 분석결과 김해신공항의 폐기는 정책결정과정에서 이루어진 총리실의 평가에 따른 정책변동으로 해석될 수 있었다. 총리실 검증은 김해신공항의 타당성평가 및 기본계획수립 단계에서 이루어진 것이라 정책집행 단계로는 이행하지 못했기 때문이다. 이러한 변동 요인을 정책결정 과정의 일반적인 평가기준에 따라 해석한다면 김해신공항은 평가차원에서 볼 때 정책구조 측면에서는 목표의 적합성이 떨어지며, 정치행정 측면에서는 실현성과 합법성, 민주성이 떨어졌기 때문이라고볼 수 있다. 정책변동의 촉진요인에 따라 김해신공항의 폐기 요인을 살펴본다면 정치적 환경의 변화와 최고정책관리자의 교체가 가장 큰 영향을 미쳤다고 볼 수 있다. 김해신공항 폐기의 근거가 된총리실 검증위원회도 정책중개자의 행태분석을 시도한 선행연구와유사하게 외부적 환경의 영향을 받았던 것으로 추정된다. 선행연구에서는 김해신공항 폐기 반대자들을 대구⋅경북과 정의당으로한정함으로써 국토부와 수도권 언론의 반대를 반영하지 못했지만, 검증위가 독자적 판단으로 기술적 검증만을 하지는 않았다는 점을 시사하고 있다. 가덕도 신공항은 아직까지 기본계획수립 단계에있으므로 엄밀히 말해 정책결정이 종료되지 못한 정책집행의 전단계에 와있다. 그럼에도 여⋅야합의로 특별법을 통해 입지를 지정했으므로 더 이상의 변동은 없을 것으로 본다. 이러한 특별법에따라 추진되는 신공항은 국가균형발전은 물론 물론 역내의 경제발전과 부울경 행정체제의 광역화와 연대를 촉진하는 계기로 작용할것이므로 미래에는 부울경이 하나의 생활권이 되고 행정통합을 가져올 수도 있을 것이다. 가덕도의 신공항의 당면과제는 2030 엑스포의 유치를 위한 조기건설 방안을 찾는 것이다. 그러나 파도가많은 외해에 속하는 가덕도 앞바다에 플로팅과 같은 획기적인 공법을 적용하는 것은 신중을 기할 필요가 있다고 본다.

영어초록

This study examines the policy implications of the abolition of Gimhae New Airport and the promotion of Gadeokdo New Airport. At the same time, the issue of the Gadeokdo new airport special law decision process and the impact that the new airport will have on the local economy and administrative system in the southeastern region of Korea(Busan, Ulsan, and Gyeongsangnam-do)are reviewed. Gadeokdo new airport re-promotion is approached from the point of view of policy change, and prior research, related reports, laws, and media articles are the main analysis targets in order to identify factors for the abolition of the Gimhae new airport policy. As a result of the analysis, the abolition of Gimhae New Airport could be interpreted as a policy change according to the evaluation of the Prime Minister’s Office during the policy-making process. This is because the verification by the Prime Minister’s Office was made at the stage of feasibility evaluation and basic plan establishment of Gimhae New Airport, so it was not implemented at the policy execution stage. If these fluctuation factors are interpreted according to the general evaluation criteria of the policy-making process, the appropriateness of the goals for Gimhae New Airport is inferior in terms of the policy structure. And in terms of political administration, it can be seen that the realization, legitimacy, and democracy have fallen. If we look at the factors for dismantling Gimhae New Airport according to the factors that catalyze policy change, it can be seen that the change in the political environment and the replacement of the chief policy manager had the greatest impact. It is presumed that the verification committee of the Prime Minister’s Office, which was the basis for the dismantlement of Gimhae New Airport, was also affected by the external environment, similar to previous studies that attempted to analyze the behavior of policy intermediaries. As the Gadeokdo new airport is still in the stage of establishing a basic plan, strictly speaking, it is in the previous stage of policy implementation where policy decisions have not been completed. Nevertheless, as the site was designated through a special law by agreement of the ruling and opposition parties, there will be no further changes. The new airport will act as an opportunity to promote economic development in the region and the regionalization and solidarity of the Busan, Gyeongnam, and Ulsan administrative systems. The task of the new airport in Gadeokdo is to find an early construction plan to attract the 2030 Expo. evertheless, I think it is necessary to be cautious about applying an innovative method such as floating to the sea off Gadeokdo, which belongs to the open sea with many waves.
