규제인식의 영향요인에 관한 연구: 기업특성을 중심으로 (The Impact of Firm Characteristics on Business Perceptions of Regulation)

초록

본 연구는 기업의 특성이 규제인식에 어떠한 영향을 미치는지를 파악하는데 목적이 있다. 특히 수도권 규제는기업의 행위 및 입지에 대한 주요한 제약요인이라는 점을 고려하여 수도권 소재 기업과 비수도권 소재 기업의규제인식차이 및 규제인식의 영향요인을 토빗모형을 통해 분석하였다. 주요 결과로는 첫째, 전반적인 규제환경에 대한 인식은 수도권 지역에 소재한 기업이 비수도권 지역에 소재한 기업보다 부정적인 것으로 나타났다.
이러한 인식에는 기업의 특성이 유의한 영향을 미치는 것으로 분석되고 있는데, 특히 사업기간이 길수록 규제인식이 긍정적인 것으로 분석되었고, 건설업에 속하는 기업은 그렇지 않은 기업보다 긍정적인 것으로 나타났다. 둘째, 규제개혁에 대한 인식 역시 수도권 소재 기업이 비수도권 소재 기업보다 부정적인 것으로 분석되었으며, 수도권과 비수도권 지역에 소재한 기업들의 규제개혁 인식에는 각기 다른 기업 특성이 영향을 미치는것으로 분석되었다. 우선, 수도권 지역에 소재한 기업들의 규제개혁에 대한 인식은 기업규모가 클수록 긍정적인 것으로 나타났으나, 건설업의 경우 여타 업종보다 부정적인 것으로 분석되었다. 반면 비수도권 지역에 소재한 기업들의 규제개혁 인식은 기업규모가 클수록 부정적인 것으로 분석되었고, 건설업은 여타 업종에 비해긍정적인 것으로, 또한 사업기간이 오래된 기업일수록 긍정적인 것으로 나타났다. 한편, 통제변수로 설정한규제집행기관 요인 역시 규제인식에 유의한 영향을 미치는 것으로 나타났다. 본 연구의 주요 시사점으로는 첫째, 기업의 특성은 규제인식에 직접적인 영향을 주는 요인으로, 정부의 규제정책 수립 시 이러한 기업특성에따른 규제영향 분석과 규제 설계가 이루어져야 할 것이다. 특히 규제준수를 위한 내부 자원 보유가 취약한 신생기업과 중소기업들에 대한 정책적인 고려가 선행되어야 할 것으로 보인다. 둘째, 규제 사무 처리와 관련한지원, 규제관련 정보를 기업들이 쉽게 접할 수 있도록 관할 행정기관의 대응역량 강화와 더불어 규제담당 공무원의 적극적인 노력이 필요하다.

영어초록

This study analyzes the effect of firm characteristics on business perceptions of regulation. Given that the constraining effects of regulations on business behavior and location decisions differ across regions, we evaluated differences in business perceptions of regulation between firms in the capital and those in other regions using the Tobit Model.
The main findings of this study are twofold. First, business perceptions of regulation were generally more negative in the capital region than in other regions. In particular, characteristics of firms such as longer-term management and the construction industry influence these perceptions more positively than shorter-term planning and other industries. Second, business perceptions of regulatory reform were generally more negative in the capital region than in other regions. Specifically, in the case of firms in the capital region, while larger firms had more positive perceptions toward regulatory reform, those in the construction industry had more negative perceptions. On the other hand, among firms in other regions, larger firms had more negative perceptions toward regulatory reform, whereas firms in the construction industry and with longer-term management had more positive perceptions. In addition, a regulatory agency (government) factor, included as a control variable in our models, had a significant effect on these perceptions. There are two implications of this study. First, since firm characteristics significantly affect business perceptions of regulation, in the regulatory policy making process, government should consider regulatory impact analysis and regulatory design that take into account firm characteristics. In particular, for regulation compliance, accounting at the policy level must be performed for new firms and SMEs weak in internal resources. Second, to facilitate business-level access to regulation processing, related support, and regulation information, the pertinent administrative institution’s capacity to respond must be strengthened, and officials governing regulations must show active efforts.
