지방정부 사업예산과 성과계획의 연계성 분석 : 서울특별시와 부산광역시를 중심으로 (Analysis of the Linkage between the Local Government Program Budget and Performance Plan: Focused on Seoul Metropolitan Government and Busan Metropolitan City)

초록

지방정부의 성과계획서와 예산사업의 연계성을 파악하고 개선과제를 모색하기 위하여 선행연구를 토대로 분석모형을 수립하고, 서울특별시와 부산광역시 본청 및 자치구의 지원부서와 사업부서를 사례로 선정하여 내용분석을 실시하였다. 이러한 과정에서 선행연구에서 시도되지 않았던 성과지표에 대한 세부사업의 연계성 여부에 대한 질적 판단을 실시하였으며, 성과지표를 직접적으로 반영하는 세부사업의 수와 금액의 비율을 분석하였다. 분석결과 6개 자치단체의 총 세부사업 중에서 성과지표에 적합성이 높은 사업의 수는 24.6%로 나타났고, 금액으로는 57.8% 수준인 것으로 나타났다. 부서의 성격별로는 사업부서의 경우 적합성이 높은 지표의 수는 26%로 나타났으며, 지원부서는 적합성이 높은 지표의 수가 20% 수준으로 나타나 지원부서에서 성과지표의 작성에 보다 어려움이 있음을 시사하고 있다. 이러한 분석결과는 지방정부의 성과계획서와 예산서가 외형적으로는 일치성을 보이나 내용적 측면에서는 연계성이 미흡하다는 사실을 밝혀주고 있다. 사례 자치단체에서 성과지표와의 연계성이 낮은 세부사업의 수는 75.4%에 해당된다. 이러한 문제점을 해결하기 위해서는 성과지표의 개선만으로는 한계가 있으므로 예산서의 구조개편이 필요한 것으로 나타났다. 성과지표의 개선방안에 대해서는 선행연구에서도 충분한 논의가 이루어졌으므로 본 연구에서 별도의 개선방안을 제시하지는 않았다. 그러나 예산서의 구조개편에 대해서는 추가적인 연구와 노력이 필요하다고 보았으며, 중앙정부의 제도적 지원 외 지방정부의 자발적 노력이 중요하다고 보았다. 예산구조 개선과 성과관리의 효율성을 높이기 위해서는 정책사업 수준이 아닌 단위사업을 대상으로 성과지표를 설정할 필요가 있다는 대안을 제시하였다. 본 연구의 분석결과는 대체로 선행연구와 일치하는 경향을 보이고 있으므로 신뢰성과 적실성이 높은 것으로 인식된다. 특히 세부사업의 분석을 통해서 문제점과 개선방향을 더욱 명료하게 제시하게 되었다는 점에서 본 연구의 의의가 크다고 본다. 다만 본 연구에서는 소수의 자치단체를 사례로 선정한 점과 연구자의 주관성이 개입된 질적 분석이 시도되었다는 점에서 장차 후속연구를 통해서 보완될 필요가 있다고 본다.

We analyzed content by establishing analytic model based on the previous studies, and selecting the support department and business department of Seoul Metropolitan Government, Busan Metropolitan City and autonomous regions as examples, in order to understand the connection between the local government's performance plan and the budget project and to find out the improvement task, In this process, qualitative judgment was made on whether the detailed business is connected with the performance indicators that were not attempted in the previous studies, and the number of detailed projects and the ratio of the amount of money that directly reflects the performance indicators were analyzed. The results of the analysis showed that the number of businesses that were highly suitable for performance indicators among the whole particular businesses of 6 local governments was 24.6%, and the amount was about 57.8%. Adjusting for unit(department), the number of indicators with high suitability was 26% in case of business unit, and it was 20% in case of support unit, which suggest that the support unit had more difficulty in preparing performance indicators than business unit. These results showed that the performance plan and budget bill of local government were consistent in appearance, but lack of linkage in terms of contents. The number of particular business having low linkage with performance indicators in autonomous communities was 75.4%. In order to solve these problems, it is necessary to reorganize the budget bill because there is a limit to the improvement of performance index. Since there has been sufficient discussion in previous studies on the improvement of performance indicators, this study did not suggest a separate improvement plan. However, we thought that further research and efforts are needed for the restructuring of the budget bill, and voluntary efforts of local governments other than institutional support of the central government are important. We suggest that it is necessary to set performance indicators for unit projects rather than policy projects, in order to improve the budget structure and the efficiency of performance management. The results of this study are generally consistent with the previous studies, so it is recognized that reliability and suitability are high. Especially, we thought that the meaning of this study is significant in that it has presented the problems and improvement directions more clearly through the analysis of particular businesses. However, this study needs to be supplemented through future studies in that it has selected a small number of local governments as cases and used the qualitative analysis involving the subjectivity of researcher.
