도시 내 녹지조성사업 평가지표 연구 - 명상숲 조성사업 대상으로 - (A Study on the Evaluation Indicators of Green Land Development Projects in Urban Area - Focused on the Project to Create a Meditation Forest -)

초록

본 연구는 도시 내 녹지조성사업 중 학교정원조성을 위한 명상숲 조성사업의 조성단계에서부터 활용에 이르기까지 명확한 평가를 위한 지표를 선정, 평가 항목의 분류와 평가 항목을 검증하여 명상숲 조성사업의 평가지표를 제시하여 도시 내 녹지조성사업 중 명상숲 조성사업의 객관적 사후 평가를 위한 목적으로 수행하였다.
연구방법은 문헌조사, 전문가 심층인터뷰(FGI)를 통해 명상숲에 조성사업을 평가할 수 있는 평가지표를 제시한 후 다시 항목별 검증과 세부 평가항목을 선정하여 명상숲 평가사업의 객관적이며 명확한 평가지표를 개발하였다. 이후 산림청 선정 우수사례에 평가지표를 적용하고, 결과를 통하여 향후 진행되는 명상숲 조성사업의 기초자료로 제시하였다. 연구 결과는 다음과 같다.
본 연구에서 제안한 명상숲 평가지표를 대상지에 적용한 결과, 대상지A는 총점 60점으로 우수사례로써는 다소 낮은 점수를 획득하였다.
대상지B 또한 총점 50점에도 못 미치는 결과를 나타내었다.
평가결과와 같이 상대적으로 낮은 평가결과가 나온 것은 조성단계에서부터 활용까지 명상숲 조성사업 전체과정을 고려하지 않아 조성부분과 향후 활용분야 한쪽에 치우친 운영과 객관적이고 정량적인 지표가 적용이 되지 않았기 때문으로 판단된다.
도출한 평가지표를 다시 실무자 및 전문가 인터뷰를 통하여 평가지표를 수정 제안하였다.
또한 본 연구의 결과를 통하여 알 수 있듯이 제도적으로 사업대상지 선정 시 활용이 가능한 주변 녹지자원의 검토, 확보와 조성규모의 확대 및 충분한 예산확보로 향후 명상 숲 조성사업이 명칭에 적합한 규모와 내용으로 조성되도록 개선이 필요하다.
비록 명상숲 조성사업은 도시 내 녹지조성사업의 극히 작은 부분을 차지하지만, 다른 도시 내 녹지조성사업 역시 객관적이며 정량적인 평가지표를 통하여 사후평가를 진행하여 또한 성격을 같이하는 학교 내 정원 조성에도 사업별 목적과 성격에 맞는 방향으로 조정하며 발전시켜야 하겠다.
본 연구는 향후 명상숲 조성사업과 학교정원 조성 관련사업의 질적 성장의 토대를 마련하는데 도움이 되고, 실무에서도 도움이 될 수 있는 자료로 활용이 가능할 것이다.

영어초록

The purpose of this study was to select clear evaluation indicators from the development stage to the utilization of meditation forest development projects for school garden development among urban greenland development projects, to verify the classification and evaluation items, to present evaluation indicators for meditation forest development projects, and to conduct objective post-evaluation of meditation forest development projects among urban greenland development projects.
In the research method, evaluation indicators for evaluating the development project of the meditation forest were presented through literature research and in-depth interviews with experts (FGI), and objective and clear evaluation indicators for the meditation forest evaluation project were developed by selecting itemized verification and detailed evaluation items. Afterwards, evaluation indicators were applied to excellent cases selected by the Korea Forest Service, and the results were presented as basic data for the meditation forest development project to be carried out in the future. The results of the study are as follows.
As a result of applying the meditation forest evaluation index proposed in this study to the target site, the target site A received a total score of 60 points, which is slightly lower as an excellent case study.
The target area B also fell short of 50 points.
The reason for the relatively low evaluation results, such as the evaluation results, is that the overall process of the meditation forest development project from the development stage to the utilization stage was not considered, and the management and objective and quantitative indicators were not applied to either the development part or the future utilization field. The derived evaluation indicators were revised again through interviews with officials and experts.
As can be seen from the results of this study, it is necessary to improve the scale and content of the future meditation forest development project so that it is suitable for the name by examining the surrounding green space resources that can be utilized when selecting the target site systematically, securing them, expanding the scale of the development, and securing a sufficient budget.
Meditation forest development projects account for a very small portion of urban green space development projects, but other urban green space development projects should also be evaluated afterwards through objective and quantitative evaluation indicators, and garden development in schools with the same characteristics should be developed in a manner that matches the purpose and characteristics of each project.
This research will help lay the foundation for the qualitative growth of the meditation forest development project and school garden development projects in the future, and will also be used as practical and useful data.
