교육지원청 기능의 우선순위에 대한 AHP 분석 (Prioritizing the Functions of Local Education Support Authority Using AHP Method)

초록

2010년 9월, 시․도교육청의 하급행정기관인 지역교육청의 이름이 ‘교육지원청’으로 변화되었다. 이 연구는 교육지원청이 ‘현장을 지원하는 기관’으로서의 역할을 수행하기 위하여 어떠한 기능에 우선순위를 두어야 하는지 분석하는 것을 목적으로 한다. 이를 위하여교육지원청 직원, 학교 교직원, 학교운영위원회 학부모 및 지역사회위원, 연구자를 대상으로 AHP(Analytic Hierarchy Process) 방법으로 조사하였고, 기능 영역과 기능 요소의상대적 중요도와 우선순위를 분석하고, 민감도 분석을 실시하였다. 연구 결과, 기능 영역별 상대적 중요도는 1) 학생 지원, 2) 교사․학교 지원, 3) 학부모․주민 지원 순으로 나타났고, 기능 요소별 상대적 중요도는 1) 문제․부적응학생상담, 2) 진학․진로상담(학생),3) 특수․심화교육, 4) 컨설팅 지원, 5) 교사활동․연수 지원, 6) 시설․정보화 지원, 7) 인력풀 지원, 8) 진학․진로상담(학부모), 9) 학부모교육․상담, 10) 민원․고충상담의 순으로나타났다. 이러한 연구결과는 교육지원청의 기능 설계에 직접적으로 반영할 수 있고, 직무 조정과 인력 배치, 재원 배분 등에 활용될 수 있으며, 개별 교육지원청은 이러한 방법을 적용하여 지역의 여건과 요구에 맞는 기능을 분석할 필요가 있다.

영어초록

Local Education Authority, a subordinate agency of Provincial Education Authority,was renamed to Local Education Support Agency in September 2010, and now is being expected to perform newly created functions. Under this background, this study aims to prioritize the functions to be addressed by the authority so that it could play a major role as a site-based support organisation in education. In doing so, it employs AHP (Analytical Hierarchy Process) method to reflect demands of local education authority officers, school teachers and staff, students' parents and community residents working as members of School Governing Committee with paired relative comparison,and to provide a hierarchical framework within which multi-attribute decision problems regarding policy area and detailed policy element in education can be structured and analyzed, based on relative importance and prioritisation. It also performs sensitivity analysis to test the stability and robustness of the priority ranking.
The analysis result shows that in terms of policy area, student support has the highest weight score, followed by teacher and school support, students' parents and residents support. It also shows that in terms of detailed policy element, advice for dealing with problem and maladjusted student has the highest weight score, followed by advice for students who enter schools of higher grade, academic and career counselling, specific in-depth education, consulting support, teachers' activities and training support, facility and informatisation support, manpower pool support, advice for parents whose children enter schools of higher grade, parents education and counselling, and grievance process. It is hoped that these results can be utilized to redesign the functions of Local Education Support Authority, to readjust its missions, and to decide its number of staff and budget size.
It is also hoped that each Local Education Support Authority can apply these finding to identify its suitable functions reflecting local needs and circumstances.
