이 글은 1970년대 농촌 마을지도자들의 리더십 특성을 리더십 팀의 관점에서 살펴보는 것을 목적으로 한다. 선행연구들은 1970년대 농촌 마을의 발전에 영향을미친 요인으로 국가, 지도자, 마을이라는 3대 요소를 제시했다. 이 중에서 마을지도자의 역할을 강조한 연구들은 지도자 개인의 1인 리더십의 역할을 강조했다. 본 연구는 1970년대 농촌 마을지도자의 리더십 구조를 1인 리더십뿐 아니라 리더십 팀의 관점에서도 분석하는 것을 시도한다. 이를 위해 새마을운동중앙회가 소장한 경기도 이천군 송라마을 기록물을 분석하고 마을 주민들을 인터뷰하였다. 송라마을은 1960-70년대에 여러 개의 ‘마을사업체’를 운영한 ‘발전’마을이다. 이 글에서는마을사업체의 형성과 운영 과정을 중심으로 나타난 리더십 구조를 살펴보았다. 이러한 내용을 보다 구체적으로 살펴보기 위해 1960년대를 중심으로 마을사업체의형성과 운영 과정에서 마을지도자의 ‘1인 리더십’은 어떻게 발휘되었는지, 1970년대를 중심으로 마을지도자들의 ‘리더십 팀’은 어떻게 발휘되었는지가 분석되었다.
이 글은 사례연구를 통해 1970년대 한국농촌마을의 리더십 구조에 대한 이해 확장에 기여할 수 있다는 의의를 가진다.

영어초록

This study purposes to examine the characteristics of the leadership structure of rural village leaders in the 1970s from the perspective of a leadership team. It is suggested three factors: the country, the leader, and the village as factors that influenced the development of rural villages in the 1970s by previous studies. Among them, there were studies emphasizing the role of village leaders, they have emphasized the role of individual leaders. This study attempts to analyze the leadership structure of rural village leaders in the 1970s from the perspective of not only a single leadership but also a leadership team. I analysed the records of Songra village, Icheon-gun, Gyeonggi-do, which are kept as Saemaul Undong Archives and interviews of village residents. Songra Village can be defined as a “development” village since several “village businesses” were operated in the 1960s and 1970s. In this study, I will explore the leadership structure that emerged around the formation and operation process of village businesses. To examine these research questions in more detail, first, I analysed how the village leader's single leadership was demonstrated in the formation and operation process of village businesses centering on the 1960s. Secondly, I analysed how the village leaders' 'leadership team' was demonstrated in the management process of village businesses around the 1970s. This study is meaningful in analysing through empirical data that many village residents formed a leadership team and played the role of a leader in the 1970s, overcoming emphasis on the leadership of one leader suggested by previous studies. This study has significance that it can contribute to the expansion of understanding of the leadership structure of Korean rural villages in the 1970s through case studies.
