지속가능발전과 글로컬리제이션: 지역 중심 네트워크의 세계화를 향해 (Sustainability Development and Glocalization: Towards the Globalization of Local Based Networks)

초록

기존 세계화 체제의 수혜는 국가 내 지배집단이 독점하였던 반면 세계화의 부작용은 한 국가 내에서 지역과 다수 시민이 부담하였다. 이런 부작용이 누적된 상태에서, 동구 공산권 국가의 몰락 이후 미국 중심의 시장에 의해 안정적으로 유지되던 세계화의 중심의 국제 체계는 테러리즘, 국지 전쟁, 경제 공동체의 약화, 코로나-19와 같은 대유행 감염병의 등장, 전통적 강대국들 사이 갈등과 같은 여러 변수에 의해 흔들리고 있다. 동시에 아직도 국제 체계에서 자본주의에 기댄 세계화의 힘은 더욱 견고하게 작동하고 있기도 하다. 그러나 위험을 축적하여 폭발 직전에 있는 기존 세계화 방식의 국제 체계는 지속 가능하지 않기 때문에 그것을 담당해온 자본과 국가 중심에서 지역과 시민이라는 새로운 주체를 중심으로 새롭게 변화하여 위기를 극복해야 한다. 새로운 세계화의 모습을 만드는 힘은 글로컬리제이션이 될 것이다. 글로컬리제이션은 한 국가 내에서 권력과 자원이 중앙정부에서 지역으로 이동을 의미함과 동시에 지역은 중앙정부를 거치지 않고 세계의 다른 지역과 직접 연결하는 것을 의미한다. 글로컬리제이션은 국민국가 내에서 수도권과 지방으로 나뉜 위계적 구조의 파쇄를 토대로 수평적 지역 네트워크를 중심으로 국가 내 소외되었던 지역의 부활을 꾀하여야 한다. 지역이 국가를 넘어 네트워크로 세계의 다른 지역에 연결되면 각 지역은 단일 국민국가에 대응할 역량을 키울 수 있으며, 역으로 국가 사이의 분쟁에서도 지역 사이 네트워크를 통해서 중앙의 권력과 자본이 가하는 전쟁과 갈등의 위협에도 개입하여 긴장 완화에 공헌할 수 있다. 무엇보다 표준화된 방식의 세계화로 인해 약소국과 강대국의 차이와 상관없이 세계화의 부작용만을 부담했던 다수의 세계 시민이 중심이 되는 세계 질서를 구축할 수 있다.

영어초록

While the benefits of the existing globalization system were monopolized by the ruling groups within a country, the side effects of globalization were borne by the locals and the majority of citizens within a nation state. With these side effects accumulating, the international system centered on globalization, which has been stably maintained by the US-centered capitalism after the fall of the Eastern Communism Bloc countries, is being threatened by emerging terrorism, local wars, the weakening of the economic communities, and the emergence of pandemic infectious diseases such as COVID-19. Moreover, it is swayed by harsh conflicts between traditional powers such as U.S, China and Russia. At the same time, the power of globalization, which is still dependent on capitalism, is operating more firmly in the international system. However, since the international system of the existing globalization method, which is on the verge of explosion due to accumulation of risks, is not sustainable, it is necessary to overcome the crisis by changing from the center of capital and the state that has been in charge of it to the new subject of the region and citizens.
The force that will shape the new globalization will be glocalization. Glocalization refers to the movement of power and resources within a country from the central government to the locals, while locals directly connect with other locals of the world without going through the central government. Glocalization should seek to revitalize neglected and alienated locals within the country centering on horizontal local networks based on the destruction of the hierarchical structure divided into metropolitan areas and provinces within the nation-state. If a local is connected to other locals of the world through a network beyond the state’s interference on local issues, on the one hand, each local can develop their capacity to respond to a single nation-state. On the other hand, even in conflicts between countries, it can contribute to easing tensions by intervening in the threat of war and conflict posed by central power and capital through local networks. Above all, globalization in a standardized way makes it possible to build a world order centered on a large number of world citizens who have only suffered the side effects of globalization, regardless of the difference between weak and powerful countries.
