지방세 비과세 및 감면제도와 지방세 징수 규모의 관계 분석: 시민 모니터링의 조절효과를 중심으로 (The Relation between Local Tax Expenditure and Local Tax Collection: Focusing on the Moderating Effect of Citizen Monitoring)

초록

본 연구는 전기 지방세 비과세 및 감면이 차기 지방세 징수규모에 미치는 영향을 실증분석하였다. 또한 시민모니터링이 전기 지방세 비과세 및 감면과 차기 지방세 징수규모의 관계를 조절하는지 실증분석하였다. 분석결과, 전기 지방세 비과세 및 감면 규모의 증가는 차기 지방세 징수 규모를 증가시키는 것으로 나타났다. 공공선택론의 시각에서 살펴볼 때, 이는 지방세 비과세 및 감면으로 인한 세입감소분을 보전하기 위하여 지방정부가 기회주의적 행태를 보이기 때문인 것으로 판단된다. 한편 시민 모니터링은 전기 지방세 감면이 차기 지방세 징수규모에 미치는 정(+)의 영향을 완화시키는 것으로 나타났다. 하지만, 시민 모니터링은 전기 지방세 비과세가 차기 지방세 징수규모에 미치는 정(+)의 영향을 조절하지 못했다. 본 연구는 분석결과를 토대로 지방세 비과세 및 감면제도 운영의 적절성 제고 필요성, 지방세 비과세 결정 권한의 지방의회 이전 검토 필요성, 시민 모니터링의 질 향상의 필요성을 시사한다.

영어초록

This study empirically analyzed the impact of the Local tax free and exemption in the previous period on the next local tax collection increase by local governments. Also, it was also analyzed whether citizens’ monitoring moderate the impact of tax free and exemption in the previous period on the next local tax collection. As a result of the analysis, it was found that the increase of local tax free in the previous year increases the next year local tax collection. It was also found that the local tax exemption in the previous year increase the collection of the next local tax. According to the public choice theory, this is attributed to the opportunistic behavior of local governꠓments to increase the size of local tax collection in the next year to compensate for the decrease in revenue due to local tax free and exemption in the previous year. On the other hand, the moderating effect of citizens’ monitoring on the impact of the increase in local tax exemption in the previous year on the increase local tax collection in the next was not statistically significant. However, the moderating effect of citizens’ monitoring on the impact of local tax exemption in the previous year on the local tax collection increase in the next year was statistically significant. Based on the analysis results, this study suggested the need to improve the appropriateness of the operꠓation of the local tax expenditure system, the need to review the relocation of the authority to decide on local tax expenditure systems to local councils, and the need to improve quality of resident monitoring.
