Reassessing Democratic Legitimacy: Toward a Multidimensional Model of Democratic Attitude

Prior studies on democratization and political culture have focused heavily on one dimension of democratic attitude (support for democracy over authoritarianism) and neglected its multidimensional nature in assessing democratic legitimacy. Conceptually, this study proposes a tripartite model of democratic attitude consisting of these components: affection, cognition, and conation toward democracy. Empirically, the present paper assesses democratic legitimacy in terms of the proposed model and shows that global mass publics have strong conation to live in democracy, but their affective commitment toward democracy and cognitive knowledge of democracy are limited. Theoretically, this research tested three theories of democratic attitude (modernization, institutional learning, and political culture) and found that democratic attitude and its components are shaped by national conditions such as economic development and democratic experience. Overall, the findings of this study suggest two implications: Democratic attitude is more comprehensive and complex than prior studies have identified and democratic political culture does not emerge overnight.
