Evaluation of People’s Livelihood Quality in Hebei Province Based on Entropy-Weighted TOPSIS Index

In this paper, a people’s livelihood quality index system was established for Hebei province based on survey data of national bureau of statistics in 2012. A standardization decision matrix and a weighted standard matrix were constructed, and a comprehensive livelihood index was calculated using the Entropy Weighted TOPSIS method. Then, the present situation and differences of people’s livelihood quality index in Hebei province were evaluated and analyzed.
The results show that on the whole, the comprehensive quality of life index in Hebei province is 28.91594 and ranks 20th in China, however, the GDP of Hebei province ranks 6th and the local fiscal revenue ranks 9th during the same period, the people’s livelihood quality in Hebei province lags behind its economic development, and the input of people’s livelihood quality is insufficient. In terms of secondary indicators, only the score of health care indicator is higher than the national average among seven evaluation indicators, the problems in employment, environment and social security are very outstanding, in particular, the score of employment indicator ranks 26th in the country, with less than 50% of the national average, insufficient employment leads to insufficient social security for the employees and insufficient determination and strength of environmental governance in Hebei province, therefore, employment is the main factor affecting the quality of people’s livelihood in Hebei province. In terms of tertiary indicators, 18 indicators are lower than the national averages, accounting for 64.3% of total indicators, the advantages of people’s livelihood quality in Hebei province are less, weaknesses are numerous and prominent. Finally, this paper puts forward the corresponding policies and suggestions to improve the quality of people’s livelihood in Hebei province.
