섬 축제의 경제적 효과 및 활성화 방안 - 임자도 튤립축제를 중심으로- (Economic Effect and Revitalization Plan of Island Festival - Focused on Imjado Tulip Festival -)

초록

전남의 경우 지방자치제를 실시한 초기부터 다른 지역에 비해 산업기반이 취약하여 지역경제 활성화를 위한 전략으로서 관광산업에 관심을 가졌으며, 대표적인 것이 지역축제의 활성화이다. 2008년 이후 전시행정이나 낭비 등, 축제에 대한 무용론이 등장하면서 지역축제가 많이 없어지기는 했지만, 여전히 전남에는 전국에서 가장 많은 연간 86개의 축제가 개최되고 있다.
지역축제가 지속적인 관광산업으로 발전하기 위해서 가장 중요한 것은 지역주민의 참여와 지지기반 확립, 지역주민의 소득 증대에 기여하며 부가가치를 높이는 차원에서 추진되어야 하나, 지금까지 전남은 관광개발과정에서 지역주민의 의사가 충분히 반영되지 못했고 이로 인해 주민과의 갈등도 있었다.
본 연구에서는 전남 서남권의 대표적인 도서지역인 신안군 임자도의 튤립축제를 통해서 지역주민의 축제의식과 경제적 파급효과를 파악하여 실제적인 가치와 효용적인 가치의 두 측면에서 살펴보았다.
지역산업연관표를 이용한 경제적 파급효과 분석에서는 생산유발효과는 총 28.6억원, 부가가치유발효과는 11.1억원, 수입유발효과는 3.5억원, 취업유발효과는 54명으로 나타났다. 가상가치평가법을 이용하여 지역주민을 대상으로 한 축제의 경제적 가치평가에서는 662,031,744원이 추정되었다.
연구결과를 바탕으로 도출한 정책적 시사점은 다음과 같다. 첫째, 신안 튤립축제는 비용대비 경제적 파급효과는 매우 크지만, 지역의 산업에 축제가 주는 시그널이 매우 크지 않다는 것을 알 수 있다. 따라서 지역축제가 발전하고 확대 재생산되기 위해서는 지역의 생활환경이나 지역산업과 연계되어야 할 것이다.
둘째, 지역축제는 공동체 형성이라는 사회적 가치가 매우 중요하다. 조사결과 지역주민은 축제를 통해 어느 정도의 공동체적인 자긍심을 가지지만, 축제를 통한 공동체의 통합보다는 관광이나 지역발전의 측면에서 기대하고 있다.
지역축제가 오랫동안 주민의 대부분의 직접적인 삶과 연관이 없고, 축제가 관주도적인 관광객을 우선하는 방향으로 추진되고 있으며, 동원된 관광객에 먹을거리 사갈거리가 없는 잔치가 지속되어 내실없는 축제가 이어지고 있다. 성공한 지역축제들의 경우 지역 특색을 살린 주제를 중심으로 축제가 개최되고 있었으며, 축제 개최 과정 전반에 주민들이 깊숙이 참여하고 있는 것으로 나타났다. 따라서 지역축제가 지역의 다양한 특성과 연결될 수 내생적인 발전모델을 찾아야 할 것이다.

영어초록

As for Jeonnam, it had weaker industrial foundation than other areas since the initial period of implementation of the local self-governing system and it has been interested in tourism industry as a strategy of regional economic revitalization, and the representative one is revitalization of local festival. Many local festivals have vanished since 2008 due to appearance of useless festival theory including administrative display and wastage but 86 festivals with the largest number of the country are still held in Jeonnam every year.
The most important things for local festivals to be developed as continuous tourism industry are participation of local residents, establishment of support foundation, and enhancement of added value through contribution to local residents' income but Jeonnam failed to reflect full intention of local residents in tourism development process up to now and therefore, it had conflicts with residents.
This study grasped festival spirit of local residents and economic ripple effect through tulip festival of Sinan-gun, the representative island region in southwest area of Jeonnam and then, it conducted investigation from such two aspects as actual value and effective value.
With respect to analysis of economic ripple effect using regional input-output table, it exhibited that effect on production inducement was total 2.86 billion won, added value inducement effect was 1.11 billion won, import induction effect was 0.35 billion won, and employment inducement effect was 54 people. Evaluation on festival economic value using contingent valuation method for local residents showed estimation of 662,031,744 won.
Policy implications drawn from research results are as follows. First, it was found that Sinan tulip festival had a great economic ripple effect comparing to the cost but that signal given to the regional industry by the festival was not very great. Therefore, it is necessary to connect local living environment with regional industry in order for a local festival to achieve development and expanded reproduction.
Second, social value of community formation is very important to local festivals. According to a survey, local residents have a certain degree of community pride through festivals but they expect tourism or regional development than community integration through festivals.
Local festivals are not relevant to direct living of most residents for a long time and are promoted to a government-initiated direction with priority to tourists and therefore, feasts with mobilized tourists but without foodstuffs and goods to buy have continued without internal instability. In the case of successful local festivals, it was found that festivals were held focusing on theme with regional characteristic and residents deeply participated in the overall process of the festivals. Therefore, it is required to seek an endogenous development model for a local festival to be connected to various characteristics of the region.
