水面飛行船操縱士 資格制度 導入에 관한 硏究 (A Study on the Introduction of Certification System for the WIG Craft Operators)

초록

이 연구는 2012년 여수세계박람회 기간 중 수면비행선의 운항이 적시에 가능하도록 수면비행선 관련 해기자격제도의 도입방안을 연구하는 것을 목적으로 수면비행선에 대한 적용범위, 면허의 명칭과 등급, 시험방법, 승무기준, 교육․훈련 등에 대하여 검토를 하였다.
이 연구의 결론으로, 첫째 모든 수면비행선에 대하여 선박직원법의 적용이 필요하다. 둘째, 명칭은 수면비행선조종사를 그리고 등급은 수면비행선조종사(소형)과 수면비행선조종사(중형)의 2등급으로 구분하되 수상레저용 또는 자가운전용을 위한 한정면허제도의 도입이 필요하다. 셋째, 수면비행선의 승무기준으로 연안수역과 원양수역에 대하여 선장과 일등항해사의 2명이 승무하되 최대이수중량에 따라 수면비행선조종사(소형) 또는 수면비행선조종사(중형) 2명이 승선하는 것을 원칙으로 한다. 넷째, 수면비행선조종사 면허를 위한 승무경력요건으로, 항해사 또는 운항사의 경력, 항공기조종사 경력, 수면비행선조종사(소형) 또는 수면비행선운항 경력(면허없이 승무한 경력)의 3분야 경력을 갖추어 취득이 가능하도록 한다. 다만, 수면비행선조종사(소형) 한정면허(수상레저용 또는 자가운전용)의 경우에는 국토해양부장관이 인정하는 수면비행선조종사(소형) 기량향상 교육을 하되 승무경력 요건을 면제할 수 있도록 한다. 다섯째, 새로운 제도의 시행과 관련해서는 적절한 경과조치를 둘 필요가 있다. 여섯째, 수면비행선조종사 시험방법은 선택형의 필기시험으로 하고 실효성이 부족한 면접시험은 제외하며, 시험과목은 항해, 운용, 법규 및 전문, 영어 및 수면비행선공학의 5개 과목으로 한다. 일곱째, 교육·훈련 요건으로 시험전 응시자격취득교육과 시험합격 후 면허취득전 면허취득교육 제도를 도입한다.
수면비행선조종사 관련 해기자격제도를 원만하게 도입하기 위해서는 선박직원법령의 개정과 선원법시행규칙의 개정을 추진하여야 한다. 그러나 이와 병행하여 선박안전법령 상 수면비행선 관련 관계 기준이 적절히 마련되어야 한다. 수면비행선조종사(중형) 양성을 위한 시뮬레이터를 조기에 개발하여 교육훈련에 활용하여야 하며, 무엇보다도 수면비행선조종사 제도가 안착하기 위해서는 그 운항요원이 확보되어야 하고 이를 위해서는 이들에 대한 적절한 처우가 이루어져야 할 것이다.

영어초록

This study dealt with the scope of application, name and class for the certificate of competency, method of examination, manning standards, education and training regrading the WIG crafts for the purpose of proposing the introduction of certificate of competency system in respect of the WIG crafts in order that the crafts can timely be operated during the occasion of YEOSU EXPO 2012.
As the results of this study, firstly the Ship Officer's Act needs be applied to all WIG crafts regardless of their takeoff weights. Secondly, the WIG craft operator should be used for the name of certificate of competency and the grade should be classified into the WIG craft operator(small) and the WIG craft operator(medium) and the restricted operator certificate needs to be adopted also for the small WIG crafts which are to be used solely for leasure sports or self operators. Thirdly, masters and chief officers holding either WIG craft operator(small) or the WIG craft operator(medium) depending upon takeoff weights should, in principle, be served on board WIG crafts engaged in both costal and ocean-going waters. Fourthly, as the requirements of seagoing service for the WIG craft operator certificates, seagoing experience of deck officers or operating officers, experience of aircraft pilots, seagoing experience of the WIG craft operator(small) or seagoing experience on board the WIG craft(onboard experience without holding a certificate) can be led to issuing a certificate of competency. However, in case of the restricted certificate for small WIG craft for the sole purpose of water leasure or self operators, the special exemption provisions from the requirements of seagoing service shall be introduced when any applicant has completed the proficiency enhancement training approved by the Minister of Land, Transport and Maritime Affairs. Fifthly, an adequate transitional provisions and/or grandfather clause need to be adopted in relation to the successful implementation and enforcement of the new certificate of competency system for the WIG craft operators. Sixthly, for the method of the examination for the WIG craft operators the written examination of multiple choice type needs to be adopted and the oral test is not recommended to be adopted since the effectiveness of such test is greatly doubted, and the subjects of the examination shall be 5 subjects such as Navigation, Seamanship, Laws and Regulations/Specialty subjects, English and WIG craft engineering. Seventhly, as per the requirements of education and training, the compulsory training course for sitting for the examination prior to the examination and the compulsory CoC acquisition course after the examination and prior to the acquisition of the CoC need to be introduced.
It is essential to take necessary actions to amend the Ship Officer's Act and the Presidential and Ministrial Decrees in order to implement and enforce successfully the new CoC for WIG craft operators. However in parallel with this legislation of the Ship Officer's Act, it is also necessary to establish the relevant standards for the WIG crafts in the Ship Safety Act and its subsidiary decrees. Furthermore, WIG craft simulators need to be developed and utilized at an early stage for training of the WIG craft operator(Medium) and above all the WIG craft operators need to be supplied sufficiently in order for the WIG craft operator system to be successfully and safely introduced and to this end the proper shipboard working conditions need to be provided for the operators.
