초록

이 글에서는 1949년 제정된「교육법」제9조에 담긴 교육기회의 균등 이념이 1950년대에 제도적으로 실현되어 간 실태를 살펴보고, 고학생과 고학생문제를 통해 교육기회의 불균등이 학생에 미친 영향을 검토하였다. 전쟁을 겪은 정부의 재정적 형편과 한국사회 전반의 사회경제적 혼란으로 초등교육의 무상의무교육조차 실현되기 어려운 가운데 중등교육 이상의 교육은 수익자부담원칙이 강조되었다. 교육기회의 획득과 유지는 학생 및 학생 가정의 책임이 되었지만 학업에 필요한 경제적 비용을 감당하는 것은 쉽지 않았다. 교육기회의 지역적․경제적 불균등으로 고학을 선택한 학생들이 발생할 수밖에 없었으며, 고학생들은 교육기회와 가계 외적 소득을 얻기 위해 도시로 유입되었다. 학업과 일을 병행해야 했던 고학생들은 도시의 취업난 속에서 구직에 불리한 위치였고, 미진학 청소년들과의 경쟁으로 불안정한 일자리에 종사하기 쉬웠다. 그 과정에서 고학생들에 대해 도시의 치안문제 차원에서 우범적 시선과 우려도 나타났다. 고학생문제는 교육기회의 문제가 교육의 차원에서 해결되지 못하고 사회경제적 현실과 결합하며 발생한 것이었다. 일부 고학생들은 현실을 극복하기 위해 자치단체를 조직하여 고학생문제에 집단적으로 대응하고자 했다. 전국고학생총연맹의 활동은 고학생들이 고학생문제에 집단적으로 대응하며 현실을 극복하고자 했던 주체적인 의지와 문제의식을 보여준다. 고학생과 고학생을 둘러싼 환경은 교육기회의 불균등 문제가 학생들에게 어떻게 전개되었는지를 잘 드러내는 지점이라 할 수 있다.

영어초록

This article examines the process by which the ideology of equal educational opportunities contained in the Education Act enacted in 1949 was realized in the 1950s, and examines the impact of inequality in educational opportunities on students through Self-supporting students and The Problems of Self-supporting students. In a situation where it is difficult to realize even free compulsory education in primary education due to the financial situation of the government and the socio-economic turmoil in Korean society as a whole, the principle of beneficiary burden was emphasized for education above secondary education. The acquisition and maintenance of educational opportunities became the responsibility of students and families, but it was not easy to afford the economic costs needed for study. Due to regional and economic inequality in educational opportunities, students who chose self-support for study were forced to occur, and Self-supporting students went to cities to obtain educational opportunities and non-household income. Self-supporting students, who have to work and study at the same time, were at a disadvantage in employment due to the employment difficulties in the city, and in addition, they often got unstable jobs because they had to compete with youths who were not students. In this process, there was also concern in terms of security issues in the city, saying that self-supporting students were the cause of crime. The problems of self-supporting students occurred in combination with socioeconomic reality because the educational system could not solve the inequality of educational opportunities. Some self-supporting students have organized their own organizations to overcome this reality and respond collectively. The activities of National association for Self-supporting students(全國苦學生總聯盟) show the independent will and problem consciousness of self-supporting students who collectively respond to the problem. Self-supporting students and the environment surrounding them can be said to be a point that shows how the problems caused by inequality in educational opportunities have affected students.
