소비자전문상담사 1급자격제도 개선방안 연구 - 기업 소비자상담사의 심층면접을 중심으로 (The Suggestion for the Directions for Improving Consumer-specialized Counseling Exam - Based on the Depth Interview from Consumer Counselors in Firm)

초록

본 연구는 기업 소비자상담사의 국가자격증 소비자전문상담사 시험제도의 응시 현황 및 관련 특성에 대해 조사하였고 1급 자격제도를 활성화시킬 수 있는 방안을 모색하였다. 연구목적을 효과적으로 달성하고자 소비자전문상담사 시험에 응시한 경험이 있는 기업에 근무하는 소비자상담사를 대상으로 자격증 응시 및 합격 현황, 시험 관련 특성, 1급 자격증 제도의 개선방안 등에 대해 심층면접조사를 실시하였다.
심층면접을 수행한 결과를 정리․종합하여 제시하면 다음과 같다. 첫째, 소비자상담사들 대부분은 너무 낮은 합격률이 자격증 제도에 대한 상담사들의 관심 부족과 동기부족으로 이어져 1급자격증 제도가 활성화되지 않음을 강조하였다.
둘째, 필기 및 실기시험 내용에 최근 이슈가 되고 있는 업무, 소비자상담사가 꼭 알아야 하는 실무 중심의 시험출제 등 출제기준의 보완이 필요하다. 예를 들면 개인정보보호, 블랙컨슈머 문제, 감정노동자 문제 등에 대한 과목 신설이나 기존 교과에 출제기준으로서 추가하는 등의 개선이 필요하다.
셋째, 1급 시험의 고급소비자상담실무 교과, 즉 실기시험은 학문적 필답형에서 실무형으로 변경하거나 일정 기준을 갖춘 경우 시험면제 또는 구술시험 등으로 변화․개선할 필요가 있다는 의견이 많았다. 일정기준이란 예를 들면, 소비자상담 및 소비자업무 관련 사외위탁교육을 상당히 받은 경우, 소비자 관련 학회에 참석 및 학술지에 연구논문 발표, 소비자 관련 봉사활동 등의 자격기준을 갖춘 경우 실기시험 면제 또는 구술시험으로 전환방향을 모색해 볼 필요가 있다.
넷째, 소비자기본법 개정을 통하여 기업의 소비자전문상담사 채용을 강화시키면 소비자전문상담사 1급 자격제도가 활성화 될 것이라는 의견이 지배적이었다. 또한 1급 자격증 제도의 홍보, 자격증 보유 근로자를 고용한 기업에 대한 우대 및 지원을 촉진시킬 수 있는 다양한 노력이 시급하다.

영어초록

The study investigated the trends of taking the exam of the national certificated 1st degree of consumer-specialized counseling and suggested the directions for improving consumer-specialized counseling examination system. In particular, the purpose of this study was to examine the trends of taking the exam of the national certificated consumer-specialized counseling, and related characteristics and searching the directions for improving 1st degree of consumer-specialized counseling examination system. To achieve the purpose of this study effectively, this study interviewed consumer counselors in firm who took the exam of the national certificated consumer- specialized counseling. The major results from interviewing were summarized as follows.
The first, most of counselors stressed the lower rate of pass for the exam caused counselor’s lower interests and incentives for the exam and finally resulted in the lower usage of the certificates.
The second, it is necessary to insert real tasks of counselors’ into the exam and the guideline for exam. For example, the area of protection of personal information, the issues of excessive complaining consumers and emotional-labor had to be included in the exam and the guideline for exam.
The third, it was suggested that the style of exam, the exam subject of advanced counseling had to be converted from academic writing exam to stressing real work experiences, exemption for the exam, or replacing to verbal exam. For example, it is possible to be exempted or had verbal exam who had plentiful education relating counseling work, had experience presentation in conference related in consumer areas or published paper to journal relating consumer area, had experience of volunteer working relating consumer area.
The forth, it is suggested to change the regulations strictly in the Consumer Basic Act, firms should employ counselors who had the national certificated 1st degree of consumer-specialized counseling mandatory in order to vitalize the program of national certificated 1st degree of consumer-specialized counseling. In addition, it is necessary to have various work to advertise the program of national certificated 1st degree of consumer-specialized counseling and to give incentives and supporting for their counselors who obtained the certificates.
